Job summary

REACH Health Services, a program of Institutes for Behavior Resources, Inc., seeks a FULL-TIME Clinical Director to lead clinical services, ensure quality, and advance evidence-based care for individuals affected by substance use disorders. You will mentor counselors, oversee operations, and align with regulatory standards while promoting equity and continuous improvement.

Based on Maryland requirements, this on-site role offers a 40-hour week, with potential situational telework, and a salary

Qualifications

  • Master's degree in a mental health field and at least five years in human services with supervisory experience.
  • Active independent professional license (LCPC/LCSW/LCADC) and Maryland board supervision eligibility.
  • Approval to supervise Alcohol and Drug Counselors (CSC-AD, CAC-AD) and Trainees; registered peer supervisor within 12 months.

Responsibilities

  • Oversee therapeutic, rehabilitative, and clinical operations ensuring compliance with regulations and standards.
  • Lead clinical quality improvement initiatives to enhance outcomes and safety.
  • Develop and implement clinical policies and program strategies.
  • Provide clinical supervision and leadership to counselors and staff.
  • Recruit, onboard, coach, evaluate, and retain clinical team members.
  • Manage clinical crises and complex case management planning.
  • Monitor program performance using data to drive improvements.
  • Facilitate interdisciplinary treatment team meetings for care coordination.
  • Lead quality assurance, risk management and audit readiness activities.
  • Collaborate with leadership to strengthen program operations and revenue processes.
  • Represent REACH in community partnerships, policy discussions, and research activities.

Description

REACH Health Services of the Institutes for Behavior Resources, Inc. (IBR) is seeking a FULL-TIME CLINICAL DIRECTOR to join its team. At REACH, you'll have the opportunity to shape innovative behavioral health services, mentor future leaders, advance evidence-based care, and make a meaningful impact in the lives of individuals and communities affected by substance use disorders. You will join a collaborative leadership team committed to quality, equity, and continuous improvement in care.

As Clinical Director, you will provide strategic and operational leadership for REACH's clinical services, ensuring high-quality, person-centered care that aligns with regulatory requirements, evidence-based practices, and organizational goals.

Responsibilities include:
  • Oversee the therapeutic, rehabilitative, and clinical operations of the program, ensuring compliance with applicable regulations, accreditation standards, and best practices.
  • Lead clinical quality improvement initiatives to enhance client outcomes, safety, service delivery, and the overall client experience.
  • Develop and implement clinical policies, procedures, and program strategies that support excellence in care and operational effectiveness.
  • Provide clinical supervision, mentorship, and leadership to counselors and program staff, fostering professional growth, accountability, and a positive workplace culture.
  • Recruit, onboard, coach, evaluate, and retain high-performing clinical team members.
  • Manage clinical crises, ensure continuity of care, and provide leadership in complex case management and treatment planning.
  • Monitor program performance, productivity, and key outcomes, using data to drive decision-making and continuous improvement.
  • Facilitate interdisciplinary treatment team meetings to support care coordination, professional development, and quality care delivery.
  • Lead quality assurance, compliance, risk management, and audit readiness activities, including chart reviews, incident follow-up, and accreditation support.
  • Collaborate with organizational leadership and administrative teams to strengthen program operations, revenue cycle processes, and strategic initiatives.
  • Represent REACH in community partnerships, policy discussions, research activities, and other external stakeholder engagements.
  • Oversee health records management and electronic health record (EHR) systems to ensure accuracy, compliance, and effective reporting.
  • Serve as a member of the leadership team, contributing to organizational planning, emergency preparedness, and mission-driven growth.
Work Schedule

This is a 40 hour/week, full-time, exempt-level position working on-site with a start time of 6am or 7am, Monday through Friday. Work from home may be permitted on a situational basis not more than twice a month. This may be reassessed after the first year of employment.

Pay & Benefits

In compliance with Maryland's Equal Pay for Equal Work Act, IBR is committed to providing transparent wage information for all posted job opportunities. The salary for this position is $90-120k annually. Compensation is determined based on factors such as Licensure, Education, Experience, and Internal Equity.

Additional Information

IBR is an approved facility of the Health Resources and Services Administration (HRSA) Substance Use Disorder Treatment and Recovery Loan Repayment Program (STAR LRP). As a STAR LPR approved facility, we offer a student loan repayment program opportunity.

Requirements
Education and Experience
  • Possession of a master's degree in a mental health discipline AND at least five years of documented experience in human services, 2 years of which include providing administrative or clinical supervision (COMAR 10.63).
  • Continuously retain active professional behavioral health license at the independent practice level in accordance with the applicable Health Occupations Board (e.g. LCPC, LCSW, LCADC).
  • Requires approval from the Maryland Board of Professional Counselors and Therapists to supervise Alcohol and Drug Counselors (CSC-AD, CAC-AD) and Trainees (ADT).
  • Requires status as Registered Peer Supervisor (within 12 months of hire)
Other Required Skills/Abilities

  • Experience with strategic planning, project management, budgeting, and organizational change.
  • Knowledge of evidence-based behavioral health and addiction treatment practices, including trauma-responsive and harm reduction approaches.
  • Ability to build community partnerships and support grant or proposal development.
  • Experience serving individuals with complex behavioral health and social service needs.
  • Strong critical thinking, problem-solving, and communication skills.
  • Proficiency in Microsoft Office (Word, Excel, Outlook, Teams) and other technology platforms.
  • Commitment to culturally responsive care and collaboration in a fast-paced, mission-driven environment.
  • Ability to pass a criminal background check and pre-employment drug screen as required by regulatory agencies.
