Licensed Clinical Manager

Reports To: Program Director

Position Summary

The Licensed Clinical Manager provides clinical leadership, oversight, and support to staff and program participants. This role partners with the Program Director to develop, implement, and monitor program systems that promote effective service delivery, quality outcomes, and adherence to industry best practices. The Licensed Clinical Manager ensures clinical excellence through staff supervision, program oversight, and direct clinical support while demonstrating a strong commitment to organizational values and person-centered care.

Essential Responsibilities
Clinical Leadership & Staff Supervision
  • Provide clinical supervision, guidance, and performance evaluation for clinical and direct service staff.
  • Oversee Electronic Health Record (EHR) documentation, including review and approval of clinical notes as the rendering provider when required for billing purposes.
  • Support staff development through coaching, mentoring, and clinical consultation.
  • Provide clinical supervision for professionals pursuing licensure, in accordance with state licensing regulations.
Quality Assurance & Compliance
  • Implement and maintain program policies, procedures, and clinical standards.
  • Monitor compliance with regulatory, licensing, and organizational requirements.
  • Lead continuous quality improvement initiatives and support program accreditation efforts as applicable.
  • Ensure timely, accurate, and complete clinical documentation.
Program Operations & Administration
  • Collaborate with the Program Director on program development, implementation, and enhancement initiatives.
  • Assist in monitoring and maintaining departmental or program budgets.
  • Coordinate, facilitate, and document treatment services for individuals and groups.
  • Support operational planning and the development of strategies that align with evidence-based and trauma-informed practices.
Direct Clinical Services
  • Maintain a clinical caseload as assigned by the Program Director.
  • Conduct biopsychosocial assessments, screenings, and evaluations using validated tools related to mental health, trauma, substance use, and risk/needs factors.
  • Develop and oversee individualized treatment plans with measurable goals, objectives, and outcomes.
  • Coordinate multidisciplinary treatment planning by integrating input from therapists, case managers, medical providers, behavioral specialists, direct support staff, funders, and other stakeholders.
  • Provide crisis intervention support and clinical consultation using a trauma-informed approach.
  • Document all clinical services and interactions in accordance with agency, regulatory, and payer requirements.
Other Duties
  • Perform additional responsibilities as assigned by the Program Director.
Qualifications
Education
  • Master’s degree required in Psychology, Social Work, Counseling, or a related behavioral health field.
Licensure
  • Active independent clinical license required, such as:
    • Licensed Professional Counselor (LPC)
    • Licensed Clinical Social Worker (LCSW)
    • Licensed Independent Social Worker (LISW)
    • Or equivalent state-recognized clinical mental health license
Experience
  • Minimum of five (5) years of experience working with individuals experiencing:
    • Mental health challenges
    • Intellectual and developmental disabilities
    • Substance use disorders
    • Homelessness or related social service needs
  • Minimum of three (3) years of leadership or management experience supervising multidisciplinary clinical teams.
Knowledge, Skills, & Abilities
  • Strong knowledge of behavioral health treatment practices and trauma-informed care.
  • Experience with clinical assessments, treatment planning, and case coordination.
  • Familiarity with electronic health record systems and documentation standards.
  • Ability to lead, motivate, and support diverse clinical teams.
  • Excellent communication, organizational, and problem-solving skills.
  • Knowledge of regulatory, licensing, and payer requirements related to behavioral health services.
Working Conditions
  • Primarily office-based with routine interaction with staff, participants, and community partners.
  • Regular standing, walking, reaching, bending, and movement throughout the workday.
  • May encounter varying environmental conditions depending on program operations and participant needs.

  • Frequent use of hands and fingers for operating office equipment and technology.
  • Ability to communicate effectively verbally and in writing.
