Job Description

Job Title: Library and Instructional Materials Coordinator

Exemption Status: Exempt/Professional

Reports to: Assistant Superintendent of C&I

Pay Grade: AP6

Primary Purpose: Oversee the ordering and distribution of instructional materials. Responsible for implementing and monitoring the district instructional materials accountability system and fixed asset inventory process. Oversee the administration of district library/media centers and coordinate the delivery of library/media services to meet the educational needs of all students. Ensure that services and resources that allow students to develop skills in locating, evaluating, synthesizing, and using information are provided.

Qualifications:

Education/Certification: Master’s degree from accredited college or university; Valid Texas school librarian certificate or endorsement

Special Knowledge/Skills: Knowledge of library and information science; Knowledge of bidding, purchasing, and contracting procedures; Ability to instruct and manage student behavior; Ability to develop training and present information to adult learners; Ability to maintain accurate and auditable records; Strong organizational, communication, and interpersonal skills

Experience: Five years experience in library/media center in public school setting; Three years experience working with inventory systems

Major Responsibilities and Duties
Library Programs
  1. Develop and implement an effective district wide library program that meets identified educational needs and creates a library/media center environment that is conducive to learning and appropriate to the maturity level and interests of students.
  2. Develop a library/media center program evaluation process and oversee the continuous evaluation and improvement process. Make changes based on analysis of the findings.
  3. Direct and oversee collection development and coordinate the selection of library media and equipment in district library media centers to ensure consistency with the instructional program.
  4. Develop and implement a plan to encourage community and parent involvement.
Instruction
  1. Develop and deliver professional development for library personnel in areas related to supporting student learning and improving student achievement through the use of library and information services.
  2. Design, develop, and present staff development for teachers on the availability and use of campus and district learning resources. May assist teachers in preparation of bibliographies and curriculum guides.
  3. Ensure that library users receive appropriate assistance to locate and use resources and apply research techniques.
  4. Collaborate with campus administrators and curriculum and instruction staff to ensure that campus library/media centers are actively engaged in and contributing to instructional programs of the school.
Inventory
  1. Perform all aspects of the requisition, exchange, and distribution of instructional materials in accordance with State and district regulations, policy, and guidelines.
  2. Implement and maintain an accountable school-site instructional materials inventory management system that ensures appropriate quantities of instructional materials are available at each campus when required for instruction.
  3. Conduct an annual physical inventory of the district’s fixed assets and instructional materials.
Records and Reports
  1. Use records management and administration procedures to ensure inventory records are maintained, preserved, and disposed of in accordance with the requirements of State and district regulations, policy, and guidelines.
  2. Compile, maintain, and file all reports, records, and other documents as required.
Personnel Management
  1. Assign work to campus library/media specialists and oversee completion.
  2. Assist campus administrators in hiring and evaluating library/media specialists. Participate in the recruitment, selection, and training of library/media center personnel and make recommendations relative to personnel placement, assignment, retention, discipline, and dismissal.
Administration
  1. Develop and administer budget based on documented needs and ensure that operations are cost effective and funds are managed wisely.
  2. Oversee the purchase of materials and equipment for district libraries through competitive bid. Approve purchase orders and monitor purchase requisitions to determine accuracy.
  3. Coordinate inventories of library media and equipment.
  4. Comply with federal and state laws, State Board of Education rule, and board policy. Comply with all district and campus routines and regulations.
  5. Train campus staff to use established procedures and guidelines to effectively and efficiently implement a site-by-site instructional materials inventory management and distribution system.
  6. Work with district accounting, purchasing, and distribution services to ensure the timely receipt, identification, and recording of newly acquired fixed assets and instructional materials.
  7. Follow district safety protocols and emergency procedures.
Supervisory Responsibilities
  1. Direct the work of campus library/media specialists, student aides, and volunteers.
