One Federal Solution is seeking a Level IV Commodity Jurisdiction Analyst. As a Level IV Commodity Jurisdiction Analyst, you will provide expert-level analytical and advisory services in support of the U.S. Department of State's Directorate of Defense Trade Controls (DDTC). You will apply broad and in-depth expertise to complex issues surrounding export controls, international arms regulations, and jurisdictional determinations. This role demands advanced analytical capabilities, a high level of initiative, and the ability to influence policy development in a dynamic regulatory environment.
Level IV Commodity Jurisdiction Analyst Key Responsibilities
Tackle complex work where guidelines are limited or broadly defined, interpreting general administrative policies and precedents.
Apply initiative and resourcefulness to devise innovative solutions, develop new methodologies, or propose policy changes based on trend analysis and research.
Manage assignments involving diverse and unrelated processes requiring deep and broad analytical approaches.
Make autonomous decisions regarding methodologies, interpretations, and evaluation strategies in response to evolving technologies, conflicting requirements, or ambiguous directives.
Develop original techniques, set analytical criteria, and produce new information to support decision-making.
Lead projects involving assessment of program effectiveness, analysis of emerging issues, or investigation into Client regulatory challenges.
Produce work products that influence major agency functions, affect industry operations, or impact interagency activities.
Engage with various stakeholders to achieve desired outcomes whether through negotiation, persuasion, or relationship-building with challenging audiences.
Level IV Commodity Jurisdiction Analyst Specialized Duties (SBU Contracting and Acquisitions):
Represent the Department of State in matters involving regulatory frameworks and jurisdictional determinations, delivering briefings to both domestic and international audiences of 150+ participants.
Draft, review, and edit Notices of Inquiry, as well as Proposed and Final Rules, in collaboration with the Regulatory and Multilateral Affairs Division.
Assess capabilities of emerging and existing technologies for applicability to the U.S. Munitions List (USML).
Identify areas for improvement within the International Traffic in Arms Regulations (ITAR), the DS-4076 Commodity Jurisdiction (CJ) Determination Form, and the USXports system; prepare recommendations for legal and management review and integrate approved solutions into public-facing FAQs.
Maintain regulatory review processes and conduct thorough analysis for Regulatory Review Letters.
Draft General Correspondence addressing jurisdictional questions regarding specific commodities.
Conduct Emerging Technology analyses, producing written assessments for leadership, including DTCC CFIUS and Legal/Political-Military Affairs (L/PM).
Level IV Commodity Jurisdiction Analyst Qualifications
Bachelor's degree (or higher) in Electrical Engineering or Liberal Arts.
A minimum of seven (7) years of relevant professional experience, with at least five (5) years directly related to export controls, defense trade compliance, international regulations, or a similar field.

Level IV Commodity Jurisdiction Analyst Preferred Skills & Competencies:
In-depth understanding of ITAR and U.S. export control regulations.
Proven experience drafting regulatory guidance or rules.
Strong analytical, communication, and technical writing skills.
Ability to present complex information to large and diverse audiences.
Experience with policy analysis and development.
