Position Description

ZemiTek is seeking two (2) Commodity Jurisdiction Analysts (Level IV) for an opportunity within the Department of State Bureau of Political-Military Affairs, Office of the Directorate of Defense Trade Controls (PM-DDTC). The purpose of this contract is to perform defense-trade registration, compliance, licensing, policy, end-use monitoring, enforcement, and emerging technology tasks related to the Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR).

Location: Washington, DC

Work Schedule: Full-time, On-site (5 days/week)

Clearance: Active Top Secret Clearance required or Top Secret/SCI eligibility at the request of the COR. This position is contingent upon contract award.

Responsibilities

1. Presents State Department positions that pertain to regulatory framework and jurisdictional issues to both foreign and domestic industry experts, subject matter experts, and governmental entities to audiences of at least 150.
2. Participates in the drafting, reviewing, and editing of Notices of Inquiry and Proposed and Final Rules in collaboration with Regulatory and Multilateral Affairs division.
3. Reviews capabilities of novel and current technologies for inclusion or addition to the USML.
4. Identifies areas for improvement in the ITAR, the Commodity Jurisdiction (CJ) Determination Form (DS-4076), and USXports; prepares solutions for review by legal and management and adds solutions to the DDTC web site via the FAQ vehicle.
5. Maintains the process and performs analysis for Regulatory Review Letters.
6. Reviews and drafts text for General Correspondence that incorporate questions concerning the jurisdiction of commodities.
7. Provides Emerging Technology analysis and develops written products for review by management, DTCC CFIUS, and L/PM, as necessary.
8. Employs mastery of a professional field to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods.
9. Makes decisions or recommendations significantly changing, interpreting, or developing important public policies or programs.
10. Isolates and defines unknown conditions, resolves critical problems, or develops new theories.
11. Provides products or services that affect the work of other experts, the development of major aspects of administrative or scientific programs or missions, or the well-being of substantial numbers of people.
12. Provides peer feedback to CJC Division Chief and Deputy.
13. Assists CJC Deputy in the analysis of Commodity Jurisdiction Requests being reviewed for Technical Dispute Resolution (TDR). Rewrites TDRs and provides peer feedback as necessary.
14. Supports the division’s efforts in multilateral regime reviews, including the Wassenaar Arrangement and Missile Technology Control Regime.

Qualifications

• Bachelor’s Degree (or higher) in Electrical Engineering or the Liberal Arts and seven years of experience.
• Five years of experience in a related career field.
• Possess a minimum Top Secret security clearance, up to a TS/SCI Clearance.
• Excellent verbal and written communication skills.
• Excellent organizational skills including the ability to manage multiple projects.
• Excellent judgment and ability to work with minimal supervision.
• Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
