Job summary

Qualifications

WHAT YOU'LL BE DOING DAY TO DAY

As a Legislative Liaison, you will:

  • Review proposed legislation in assigned program areas, analyzing such proposals in light of HHS and Administration policies and objectives.
  • Gather cost estimates and formulate position and issue papers for the consideration of the Assistant Secretary and/or the Deputy Assistant Secretary.
  • Draft speeches or talking points and other summarizing materials for use by the Legislative Director, the Assistant Secretary and/or the Deputy Secretary; prepare correspondence dealing with substantive SAMHSA programs and legislative matters.
  • Prepare special project reports, including legislative bill analyses or comparisons, health program budget analyses and impact statements.
  • Advise top Department officials on the views of the Assistant Secretary for Mental Health and Substance Use on mandatory health policy and program matters. Discuss problems and issues arising from assigned programmatic areas.
  • Provide information and technical assistance on SAMHSA's legislative program to Members of Congress, Congressional Committees and Committee staff and represent the Department's interests in meeting with Congressional staff on departmental legislative initiatives.
Minimum Qualifications

You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following:

  • Analyzing legislation, regulations, and congressional activities in behavioral health or a related field.
  • Developing briefing materials, policy memoranda, congressional correspondence, testimony, or legislative analyses for leadership.
  • Advising leadership on the impact of legislative or policy developments on programs, policy, or strategic priorities.
  • Coordinating with congressional staff and external stakeholders on legislative, policy, or congressional affairs matters.
