Introduction
Summary Statement

Legislative Aides serve as the primary administrative and constituent-facing support for the members of the House Majority Caucus. They provide foundational research, communications, scheduling coordination, constituent casework, and legislative support to two or three assigned members. Legislative Aides are often the first point of contact for constituents, agencies, and community partners and are expected to manage information professionally, exercise sound judgement and maintain confidentiality. They help ensure effective district operations, assist with committee and legislative work, and support members in advancing policy and community priorities. This role requires strong organizational skill, attention to detail, clear communication, and the ability to manage competing deadlines in a fast-paced legislative environment.

Essential Functions

A Legislative Aide is generally assigned to two or three Caucus members. In addition, he or she may be assigned to specific committees, providing research and other administrative support solely to that group. Due to the nature of the assignments and continuing interaction with the news media, constituents and the general public, the Legislative Aide must use significant tact and discretion in dealing with highly sensitive and confidential information. Assignments are generally diverse in nature and often have conflicting time priorities. Legislative Aides must be able to work independently, manage tight schedules, and handle multiple tasks simultaneously. Commuting to Legislative Hall in Dover for approximately 75 days a year is required.

  • Research and analyze relevant legislative issues, track legislation and prepare member briefings and materials; assist in the design and development of strategies to pass or defeat legislation before the House.
  • Manage constituent inquiries and maintain harmonious relations with constituents to solve problems and provide requested information.
  • Attend assigned Committee meetings and provide effective resource support for the group and individual members.
  • Represent the members at various meetings, gatherings and other forums to provide and/or collect information.
  • Research, develop and draft speeches, articles, letters, and other printed communication for members.
  • Provide effective liaison and technical assistance to state agencies, federal and local governmental officials, Governor’s office, interest groups, and the general public.
  • Provide effective counsel and advice to members on pending legislation and any other current issues.
  • Work with House attorneys as requested and assist in the development and drafting of proposed legislation.
  • Use DeLIS, the legislative tracking system, to manage sponsorship for draft bills, review draft legislation, review committee information, submit requests to the print shop, and submit room reservation requests.
  • Prepare electronic newsletters for your member to keep their constituents informed of their work and community news. Collect and maintain email addresses and contact information to grow legislator’s e-newsletter contact list.
  • Prepare custom weekly reports for each assigned legislator to keep them informed of open constituent cases, scheduling requests, projects, and legislative initiatives.
  • Review correspondence and reports and keep the member apprised of relevant matters.
  • Perform other related duties as assigned.
