Job description

The Technical Programs team in Meta's Security, Integrity, and Investigations organization is looking for an experienced Technical Program Manager who has experience applying technical expertise and organizational skills to drive execution of child safety programs — balancing the needs of multiple stakeholders and the changing regulatory landscape. This position supports scaling infrastructure that enables legal compliance and proactive response across child safety workflows, developing plans with engineering & cross-functional partners, and driving execution through influence or direct intervention. You will be responsible for evaluating, defining, and leading major child safety technology initiatives with cross-functional partners to address high-severity harms involving children and compliance obligations. You will manage and de-conflict executive demands in a fast-paced environment with tight deadlines. This work will be accomplished by working closely with legal SMEs, child safety investigators, policy leads, engineering teams, teammates, and cross-functional internal partners. The candidate should have familiarity with or be willing to work on the intersection of child safety, technology, legal, compliance, and government matters. This is a full-time position.

Legal Technical Program Manager - Child Safety Responsibilities:
  • Scope problems with a cross-organization view and translate complex technical details into simple communications, serving as the connective thread across teams to drive alignment and cohesion within child safety programs
  • Define technical program strategy, build plans with technical dependencies, and balance trade-offs to deliver desired outcomes in support of the holistic child safety program vision
  • Drive end-to-end execution and delivery of child safety technical programs from ideation, technical/data analysis, system design, development, testing, implementation, and post-implementation
  • Drive cross-organization dependencies and alignment, collaborate on success criteria and metrics, and communicate program status with stakeholders across legal, policy, operations, and engineering
  • Proactively identify risks and issues across child safety systems, work hands-on, and partner across organizations, levels, and skill sets to mitigate and solve those
  • Drive adoption of technologies across disparate components of the child safety infrastructure stack, thinking through how to advance current technology and scale for emerging obligations
  • Build consensus around roadmaps and evaluate success by managing execution through tough tactical prioritization decisions while supporting the organization's long-term strategy
  • Collaborate across teams and peers of all levels — from front-line analysts and investigators to senior executives — in a critical safety environment that deals with high-severity harm involving children
Minimum Qualifications:
  • Bachelor's degree in a relevant field (e.g., Computer Science, Engineering, or related discipline)
  • 8+ years of technical program management or product management experience
  • Experience leading complex cross-functional teams that focus on user safety, child safety, or high-risk harm programs
  • Experience operating autonomously across a broad problem space, demonstrating critical thinking and thought leadership
  • Communication experience and experience working with technical management teams to develop systems, solutions, and products
  • Analytical and problem-solving experience with large-scale systems
  • Experience establishing work relationships across multi-disciplinary teams and multiple partners in different time zones
Preferred Qualifications:
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
  • Knowledge of user needs, gathering requirements, and defining scope in a compliance-driven environment
  • Experience weighing business requirements and priorities to produce project plans, engineering estimates, and product roadmaps
  • BS/MS in a technology related area of study
  • Experience delivering technical programs or products from inception to delivery
  • Experience working within ecosystems that address high-severity harms with operational, legal, and policy partners
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Previous experience in Child Safety, Trust & Safety, Privacy, Legal, or Security related fields
  • Familiarity with child safety reporting systems (e.g., NCMEC/CyberTipline) or similar regulatory compliance frameworks
