Agency Description

The Law Department provides legal services to the City of Philadelphia, including the Civil Practice and the Corporate and Tax Group. The Regulatory Law Unit represents the City in commercial, utility, transportation, environmental, development, regulatory, and sustainability matters. The Water Division handles legal services related to the water, sewer, and stormwater utilities.

Position Summary

The Legal Assistant will support the Water Division attorneys by drafting contracts, handling hearings, preparing case files, and providing administrative support. The position is based at 1101 Market Street, working directly with the Water Department.

Essential Functions

  • Handle Tax Review Board first level hearings
  • Prepare case files, contact witnesses, and assist attorneys with hearings
  • Handle information requests and subpoenas
  • Facilitate Right to Know requests
  • Assist with Water customer service issues
  • Draft and review professional service contracts and other agreements
  • Organize and file documents related to transactions
  • Maintain records of attorney transactions
  • Compile reports and support attorneys and legal staff as needed

Knowledge, Skills, and Abilities

  • Proficiency in document management systems like SharePoint
  • Strong written and verbal communication skills
  • Ability to work with multiple departments and legal professionals
  • Excellent organizational and time management skills
  • Ability to work independently and prioritize tasks
  • Computer skills: MS Office, Google Drive, spreadsheets; legal concepts knowledge is a plus

Paralegal studies from an ABA approved program or experience in contract management or administrative hearings is preferred.
