Legal Assistant – Regulatory Law Unit – Water Division

The Law Department acts as general counsel for the City, providing legal advice across various areas including public interest, civil rights, and community development. The Civil Practice employs over 220 attorneys and 100 staff to support City operations and reduce legal liabilities.

The Corporate and Tax Group includes the Regulatory Law Unit, which handles legal matters related to the City's utilities and development. The Water Division provides legal services concerning water, sewer, and stormwater utilities.

Position Summary

The Legal Assistant will support attorneys by drafting contracts, handling hearings, managing records, and assisting with customer service issues. The position is based at 1101 Market Street, working directly with the Water Department.

Essential Functions
  • Handle Tax Review Board hearings and prepare case files
  • Assist with subpoenas, information requests, and customer service issues
  • Draft and review contracts and correspondence
  • Organize and maintain legal documents and records
  • Support attorneys and prepare reports
Knowledge, Skills, and Abilities
  • Proficiency with document management and databases like SharePoint
  • Strong written and verbal communication skills
  • Ability to work independently, prioritize tasks, and collaborate across departments
  • Computer skills including MS Office, Google Drive, and spreadsheets
  • Legal knowledge such as attorney-client privilege is a plus

Paralegal studies from an ABA-approved program or experience with contracts or hearings is desirable.

$43,076 to $59,076, commensurate with experience and education.

Applicants must reside in Philadelphia within six months of hire. Effective May 22, 2023, vaccination requirements have changed; only patient-facing roles require full vaccination.
