Qualifications

Responsibilities

  • Oversee the Leasing department to negotiate, draft, review, and amend lease agreements (commercial, residential, ground, storage).

  • Manage Lands to ensure compliance with the Land Plan and natural resources use.
  • Maintain a GIS mapping system for leased and available lands in Unalaska.
  • Develop Leasing and Lands budgets and prepare status/cost reports for CEO and Board.
  • Coordinate in risk management and documentation of climate indicators affecting OC lands.
  • Support repatriation processes and protection of sacred/archaeological sites.
  • Ensure accurate easements and collaborate with Environmental, Maintenance, and other departments.

Leasing and Lands Supervisor– Ounalashka Corporation

Location: Unalaska, AK

Status: Full-Time Exempt

Reports to: Chief Executive Officer of Ounalashka Corporation

Ounalashka Corporation is an Alaska Native village corporation established in 1973 under the terms of the Alaska Native Claims Settlement Act (ANCSA) for the village of Unalaska, Alaska. Ounalashka Corporation’s mission is to effectively manage our lands and resources, provide sustainable business opportunities, and enhance the economic well-being of our Shareholders. Ounalashka Corporation currently operates in the following industries: Leasing and Land Management and Environmental.

Position Overview

The Leasing and Lands Manager will oversee Ounalashka Corporation's leasing and lands program and is the corporate liaison for local, state and federal officials. The position requires working closely with OC’s Leasing, Lands, Maintenance and Accounting departments, as well as various tenants, business partners, contractors, Board Committees, subsidiaries, the City of Unalaska, the Qawalangin Tribe and regional entities of the Aleutian and Pribilof Islands.

The Leasing and Lands Manager will report directly to the Chief Executive Officer of Ounalashka Corporation and will provide periodic updates to the Board of Directors.

Essential Functions
  • Manage the Leasing department to negotiate, draft, review, and/or amend both commercial, residential, ground, and storage facility lease agreements, including but not limited to, terms and conditions, indemnification, insurance, and preparation of exhibits.
  • Monitor tenants and lease premises to ensure continuous lease compliance.
  • Manage the Lands department to ensure compliance and/or recommend modifications to the Corporation’s Land Plan which outlines OC's facilities and natural resources and uses thereof.
  • Manage the Leasing and Lands departments to maintain a GIS mapping system to include a database of all lands both leased and available for lease in Unalaska.
  • Develop Leasing and Lands department budgets and prepare regular department status and cost reports for the CEO and Board of Directors.
  • Verify legal descriptions, titles and ownership for record keeping.
  • Lead the Leasing and Lands department's staff in maintaining the inventory of assets and a filing system of all OC's leases and lands, as well as files of plats, surveys and deeds, patents and interim conveyances.
  • Participate and coordinate in risk management and documentation of climate change indicators that devalue OC Lands ( i.e.: erosion/contamination).
  • Provide input for repatriation processes and assist in the protection and creation of long-term management plans for sacred and archaeological sites of the ancestral Unangax^.
  • Work with the Maintenance Supervisor to ensure utility easements are accurate and properly documented and developed as necessary for the marketing of OC Lands.
  • Work with OC Environmental, LLC to prepare, maintain accessibility of, and organize files on lands that have been remediated and the lands that are awaiting remediation.
  • Prepare, maintain, and organize files on the nature of land contaminates and assist with the process of identifying what entity is responsible for clean-up.
  • Conduct routine inspections of all OC lands and leases and coordinate with the Maintenance Supervisor to ensure routine maintenance schedules.
  • Work with United States Army Corp of Engineers, EPA and ADEC to monitor clean-up status of OC's contaminated lands.
  • Recommend and prepare programs for land policies, reclamation, and shareholder use.
  • Work with the Lands, Operations, and Leasing departments to monitor development projects and quarry sites for compliance.
  • Promote the image of the Corporation at all times and maintain corporate confidentiality.
Knowledge, Abilities and Skills
  • Knowledge of residential and commercial leases, insurance obligations, and indemnification requirements, Alaska and City of Unalaska laws, codes and regulations, including the Alaska Landlord-Tenant Act.
  • Knowledge of local, state and federal laws and regulations governing land use and development.
  • Ability to keep records and prepare reports, both manually and electronically.
  • Ability to establish and maintain effective working relationships with managers, tenants, contractors, Federal and State agencies, shareholders.
  • Ability to communicate effectively, orally and in writing.
  • Must have or have the ability to obtain and retain a valid Drivers License before starting work as well as possess and maintain a good driving record free of any DUI or other major driving infractions.
  • Support responsible land stewardship and sustainable development initiatives.
Preferred Qualifications
  • Experience working with Alaska Native Corporations, tribal organizations, municipalities, economic development organizations, or community-based enterprises.
  • Experience overseeing land management, real estate and real estate leases, facilities, infrastructure, and capital projects.
  • Experience leading organizational change and technology modernization initiatives.

Education and Experience
  • Applicants must possess a Bachelor’s degree in Land Use Planning, Real Estate Development, Environmental Management/Planning, Natural Resource Management, or a closely related field.
  • Applicants must have at least four (4) years of professional experience in property management, land use permit processing, long-range planning, and commercial leasing.
Work Environment

This position is based in Unalaska, Alaska and requires full-time residence in Unalaska. The role requires flexibility and occasional travel to the Anchorage office, to various conferences, and strategic planning sessions.
