Qualifications

• Ability to manage contracts including determining requirements, developing statements of work, reviewing proposals, and monitoring contractor performance.
• Ability to communicate orally to serve as a liaison on real estate issues and negotiate with property owners.
• Ability to conduct contract negotiations.
• Knowledge of real estate laws, principles, practices, and markets.
• Knowledge of the full life cycle of contracting activities such as acquisition, award and the closeout.

Responsibilities

• Reviews and interprets lease agreements to support Postal facilities with building maintenance issues.
• Provides direction and guidance to facilities, local maintenance departments, and other contract personnel to ensure compliance with lease agreements.
• Analyzes contracts to determine roles and responsibilities at time of settlement and enforces contract agreements.
• Communicates with landlords and their representatives; contractors and consultants; officials at various levels; and other parties on Postal real estate and maintenance issues.
• Manages the enforcement of landlord maintenance contracts, develops statements of work, reviews proposals, coordinates efforts between Facilities and design/construction professionals, and tracks performance.
