Job summary

Purpose of Job

Lead the design, governance, delivery, and continuous improvement of technical, operational, regulatory, and compliance learning programs across International Chemicals. Own learning systems, instructional design standards, governance frameworks, and compliance processes to ensure effective, scalable, and audit-ready learning solutions that support safe and reliable operations globally.

Key Accountabilities

Instructional Design and Learning Architecture: Define enterprise instructional design standards and methodologies. Oversee curriculum architecture, assessments, learning pathways, and content quality. Ensure consistent application of adult learning principles and instructional design practices. Drive innovation in digital learning and instructional technologies.

Learning Data and Reporting: Lead learning analytics, compliance reporting, and management information processes. Ensure accuracy, integrity, and accessibility of learning data. Provide insights and recommendations to support business decision-making and compliance monitoring.

Leadership and Team Management: Lead and develop a global team responsible for learning operations, systems, governance, and technical capability development. Drive accountability, operational excellence, and continuous improvement. Build organizational capability within the learning function.

Budget and Vendor Management: Manage budgets associated with technical learning, systems, and governance activities. Oversee learning technology providers, content developers, consultants, and external service providers. Ensure effective stewardship of learning investments and resources.

Formal Education

Bachelor’s Degree required; Master’s Degree preferred

Working Experience

• 10-12+ years of experience in Learning & Development, Technical Training, or Capability Development within an industrial, manufacturing, chemicals, or related operational environment.
• 5+ years of people leadership

Required Personal and Professional Skills

• SHE, operations, and/or maintenance training delivery and facilitation experience
• SHE, operations, and/or maintenance training content and curriculum development experience
• Knowledge of Adult Learning Theory
• Strong leadership, teamwork, collaboration, facilitation, and business partnering skills
• Excellent verbal and written communication skills
• Excellent management, organizational, prioritization, and follow through skills
• Petrochemical industry experience preferred
• Working knowledge of regulatory compliance (OSHA, EPA, DOT, etc.) preferred
• Experience in Learning Management System Administration preferred
• Proficiency in Microsoft Office
