DC BLOX is recruiting a Learning & Development Manager to design and deliver scalable programs that build employee capability and leadership across multiple locations. You will partner with leaders to identify needs, create practical learning solutions, and drive adoption from assessment through measurement.

The role owns the full learning lifecycle, from needs analysis to instructional design, facilitation, assessment, and continuous improvement, fostering a culture of growth and development.

Qualifications

  • Bachelor's degree or equivalent experience in Learning and Development, HR, or related field.
  • 5+ years of progressive experience in learning and development, instructional design, talent development, or related area.
  • Experience designing and facilitating manager, leadership, professional skills, or enterprise learning programs.
  • Working knowledge of adult-learning principles, instructional-design methods, facilitation practices, and evaluation approaches.
  • Experience administering a learning management system or comparable learning technology.
  • Strong project and program management skills with multiple stakeholders and vendors.
  • Excellent written, verbal, and presentation skills with cross-location engagement.
  • Ability to analyze data, translate needs into practical solutions, and show value of learning investments.
  • Travel periodically to company locations or training events.

Responsibilities

  • Develop and execute a learning and development roadmap aligned with company priorities and workforce needs.
  • Conduct learning needs assessments using leader input, performance data, and business trends.
  • Design, develop, and facilitate engaging learning experiences in-person or virtual formats.
  • Build and operate manager development programs focused on core capabilities.
  • Create scalable learning programs to support rapid growth with consistency across locations.
  • Partner with HR and leaders to strengthen onboarding and role-specific development.
  • Collaborate with subject matter experts to translate technical knowledge into practical content.
  • Establish objectives, curricula, materials, assessments, and reinforcement tools.
  • Manage the learning management system, content, reporting, and data quality.
  • Coordinate required training programs and ensure timely completion records.
  • Develop communication and change-adoption plans to drive adoption of new skills.
  • Measure learning effectiveness and apply results to improve programs.
  • Manage external vendors, licenses, and budgets within approved scope.
  • Maintain a current catalog and calendar of opportunities for leaders.

Description Summary:

The Learning & Development Manager designs, delivers, and continuously improves learning programs that build employee capability, strengthen leadership, and support business growth. This role partners with leaders and subject matter experts to identify performance needs, create practical learning solutions, and drive adoption across a geographically dispersed workforce. This role owns the full learning lifecycle, from needs assessment and instructional design through facilitation, measurement, and continuous improvement, and helps create a culture in which employees and managers take an active role in development.

Essential Duties:
  • Develop and execute a learning and development roadmap aligned with company priorities, workforce needs, and the employee experience strategy.
  • Conduct learning needs assessments using leader input, performance data, employee feedback, and business trends to identify gaps and prioritize solutions.
  • Design, develop, and facilitate engaging learning experiences for employees and managers using appropriate instructor‑led, virtual, digital, and blended formats.
  • Build and operate manager development programs focused on core capabilities such as communication, feedback, coaching, accountability, change leadership, and team effectiveness.
  • Build scalable learning programs that support rapid organizational growth while maintaining consistency across locations.
  • Partner with HR and business leaders to strengthen onboarding and role‑specific development, creating a consistent experience while accommodating functional and site‑specific needs.
  • Partner with Talent Acquisition and HR to create onboarding experiences that accelerate employee productivity and engagement.
  • Collaborate with subject matter experts to convert technical or business knowledge into clear, practical, and scalable learning content.
  • Establish learning objectives, curricula, participant materials, facilitator guides, assessments, and reinforcement tools using sound adult‑learning and instructional‑design practices.
  • Manage the learning management system and related learning tools, including content, assignments, completion tracking, reporting, user support, and data quality.
  • Coordinate required training programs and partner with appropriate stakeholders to maintain accurate completion records and timely reporting.
  • Create communication and change‑adoption plans that build awareness, participation, and sustained application of new skills and behaviors.
  • Measure learning effectiveness through participation, feedback, knowledge gain, behavior change, and business outcomes; use results to improve program quality and impact.
  • Manage external learning vendors, facilitators, licenses, and program budgets within approved scope and expectations.
  • Maintain a current catalog and calendar of learning opportunities and provide leaders with visibility into available development resources.
  • Stay current on learning technologies, workforce trends, and effective development practices; recommend practical innovations that fit the organization.
  • Perform other duties and support special projects as assigned.
Education/Training/Experience:
  • Bachelor's degree in Learning and Development, Human Resources, Organizational Development, Education, Business, or a related field; equivalent relevant experience considered.
  • 5+ years of progressive experience in learning and development, instructional design, talent development, or a closely related field.
  • Demonstrated experience designing and facilitating manager, leadership, professional‑skills, or enterprise learning programs.
  • Working knowledge of adult‑learning principles, instructional‑design methods, facilitation practices, and evaluation approaches.
  • Experience administering a learning management system or comparable learning technology.
  • Strong project and program management skills, including the ability to manage multiple stakeholders, workstreams, deadlines, and vendors.
  • Excellent written, verbal, presentation, and facilitation skills, with the ability to engage employees at different levels and locations.
  • Ability to analyze data, translate needs into practical solutions, and demonstrate the value and effectiveness of learning investments.
  • Ability to travel periodically to company locations or training events.
Preferred Qualifications:
  • Professional certification in learning and development, instructional design, facilitation, coaching, or change management.
  • Experience supporting a multi‑site, technical, construction, infrastructure, or data center workforce.
  • Experience building a learning function, program portfolio, or leadership curriculum in a growing organization.
  • Experience creating digital learning content with authoring tools and managing virtual learning experiences.
  • Experience using competency models, career frameworks, or skills assessments to inform development programs.
  • Familiarity with HR platforms and learning analytics or dashboard tools.
