Job summary

Independence Blue Cross is seeking a Learning Design Specialist to create and deliver effective learning solutions across functional areas. You will work with SMEs and other learning specialists to develop engaging materials, align with Independence standards, and support improved job performance and productivity.

Responsibilities include needs analysis, content development for ILT, eLearning, microlearning, and blended formats, plus designing assessments and managing multiple projects.

Qualifications

• Bachelor’s degree or equivalent in Learning and Development, Instructional Design, Business, or Human Resources.
• A minimum of three years of training delivery experience.
• A minimum of three years of experience developing instructor-led, eLearning, and blended learning solutions.
• Solid foundations in instructional design methodology (ADDIE) and adult learning theory.
• Proficiency in office productivity tools, Storyline 2, Adobe Creative Suite; familiarity with Skype for Business.

Job description

In this role, the learning Design specialist creates and delivers effective learning solutions for targeted audiences within or across functional areas of Independence. This role collaborates closely with subject matter experts and other learning specialists to develop learning materials and deliver learning that support enhanced job performance and increased productivity.

Needs assessment

Perform job and task analysis.

Identify learning needs.

Devise and propose effective learning strategies and solutions that include classroom and virtual instructor-led training, eLearning, microlearning, and blended learning.

Define learning/performance objectives and create content outlines, curriculum plans, and other design documents to guide the development of learning content and evaluations.

Follow Independence University design/development standards to create engaging, high-quality learning materials and compelling learning content that enhance the retention of learning, including participant guides, instructor guides, presentation files, handouts, job aids, videos, audio files, and other learning objects.

Logically organize complex information.

Design, develop, and customize learning content; repurpose existing content into new learning solutions.

Design and develop learning activities and sustainers, knowledge checks, and pre/post assessments that enhance the learning process.

Create and use high-impact instructional graphics.

Create assessments for reinforcement, including situational and scenario-based questions.

Use authoring tools to create eLearning courses, microlearning modules, simulations, video, audio, and animation.

Curate and incorporate available learning resources (e.g., reference materials, electronic books and documents, Lynda.com assets) into blended learning solutions.

Maintain, update, and store existing curriculum and course materials in a central repository.

Manage review/approval processes, including SME and quality reviews.

Conduct train-the-trainer activities.

Schedule, prepare, and facilitate virtual and classroom sessions as needed.

Provide post-session follow-up and learner desk-side support as needed to enable learning transfer as needed.

Evaluation

Create and implement Level 1 (reaction), Level 2 (learning), and Level 3 (behavior) evaluations.

Report data to the Learning Manager, and make recommendations for changes and enhancements to learning programs.

Project management

Manage multiple small- to medium-scale projects simultaneously.

Estimate time and resources necessary to develop and deliver learning solutions.

Develop and document project schedules.

Monitor and communicate status of work in progress; alert stakeholders to potential risks and conflicts.

Achieve project milestones/end results.

Knowledge and skill requirements

Solid foundations in instructional design methodology (ADDIE) and adult learning theory.

Excellent written and oral communication skills, including instructional, facilitation, and presentation skills.

Strong analytical and problem-solving skills.

Ability to engage and build productive relationships with team members, subject matter experts, and business partners.

Extensive knowledge of Independence business systems, processes, policies, procedures, and products.

Intermediate to advanced proficiency in office productivity (Microsoft Office), course authoring (Articulate Storyline 2), multimedia development (Adobe Creative Suite), and virtual presentation (Skype for Business) tools.

Experience and education guidelines

Independence has implemented a "Hybrid" model which consists of Associates working in the office 3 days a week (Tuesday, Wednesday & Thursday) and remotely 2 days a week (Monday & Friday). This role is designated as a role that fits into the "Hybrid" model. While associates may work remotely on our designated remote days, the work must be performed in the Tri-State Area of Delaware, New Jersey, or Pennsylvania.
