Job summary

City of Palm Bay Utilities Department seeks a Compliance and Performance Reporting Manager to lead multi‑divisional regulatory reporting, audits and performance metrics across potable water, wastewater and reclaimed water operations. Under limited supervision, you will develop reports, coordinate with agencies, train staff, and drive continuous improvement using EMS standards.

Qualifications

• Bachelor’s degree in environmental engineering/science/technology, construction management, public administration, or related field plus 5+ years in regulatory programs.
• Or Associate degree plus 7+ years in regulatory programs.
• Minimum 3 years of supervisory experience and knowledge of federal/state/local regulations.

Responsibilities

• Plan, direct, coordinate and manage the Utilities Department’s compliance and performance reporting functions.
• Ensure EMS standards are maintained and regulatory requirements are met across water, wastewater and reclaimed water operations.
• Coordinate compliance verification, monitor performance and prepare reports to agencies and leadership.
• Provide professional support to Utilities Director and staff on environmental impacts and regulatory trends.
• Supervise staff responsible for compliance verification, reporting and EMS management.
• Serve as liaison with regulatory agencies for permits, audits and reporting.
• Develop procedures to improve reporting accuracy, efficiency and data integrity.
• Prepare and present reports and recommendations to city leadership and external agencies.
