Job description

Principal Surface to Air Missile Test Engineer

Modern Technology Solutions, Inc. (MTSI) is seeking a highly experienced Test & Evaluation Engineer to lead ACAT-like test and evaluation planning and execution for developmental and operational testing of a low-cost surface to air missile system. You will guide comprehensive test strategies, execute evaluation activities, and provide actionable insights to senior program leadership. You will collaborate across multi-disciplinary teams to ensure test programs are technically sound, risk-informed, and fully aligned with mission requirements. The ideal candidate brings both technical mastery and strategic insight to ensure rigorous, evidence-based assessment of system performance.

Must be ready to embrace the Department of War (DoW) Acquisition Transformation Strategy which mandates a fundamental, wartime-footing shift from a compliance-heavy, slow process to a "Warfighting Acquisition System" (WAS) prioritized for speed, commercial technology, and high-risk tolerance.

Roles and Responsibilities:
  • Develop T&E strategy, Test and Evaluation Master Plan, requirement verification and test plans, test objectives, test methodology, and evaluation criteria
  • Support implementation of common Test and Evaluation database for the program
  • Lead implementation of early and continuous test processes
  • Develop test data strategies that support reuse/application of test data across the entire development life cycle
  • Support T&E reviews, audits, Integrated Product Teams (IPTs), Deficiency Review Boards (DRBs), Materiel Improvement Process Review Boards (MIPRBs), and Technical Interchange Meetings (TIMs)
  • Provide Government leads with accurate, objective, and impartial verification of the compliance status of systems, subsystems, and applications
  • Provide support to ensure effective capacity planning and reporting to enable the prioritization of testing tasks and focus testing resources on critical priorities *
  • Develop system-of-systems verification plans and trace verification plans to test events
  • Develop system integration plans for end-to-end system capability
  • Collect, analyze, and report on data collected during system-of-systems integration events
  • Develop comprehensive test strategies and test plans aligned with program objectives and mission requirements
  • Coordinate and provide requirements for test venues, test assets and participants across the DOD community
  • Collaborate with government stakeholders, prime contractors, and cross-functional engineering teams to ensure test objectives are met
  • Apply technical expertise to assess test venue, weapon system or technology project readiness for testing and advise senior government personnel on test readiness
Qualifications:

Required:

  • Bachelor of Science degree in engineering, mathematics, physics, or a similar field and 8-14 years of relevant experience.
  • 10+ years demonstrated experience in multi-faceted tests and test project teams, to include oversight of scheduling with a focus on developmental test or operational test (DT/OT).
  • Master of Science/Master of Engineering (MS/ME) degree in engineering, mathematics, physics, or a similar field is highly desired with 6-12 years of relevant experience.
Clearance Requirements:
  • Top Secret
  • Must be eligible for Sensitive Compartmented Information (SCI) access.
