Job summary

Helpline Youth Counseling (HYC) is seeking a Manager of Substance Use Services in Southeast Los Angeles County. You will oversee staff, contracts, and the Drug Medi-Cal program while driving program development and compliance with funder and regulatory standards.

The role requires coordinating with county agencies, school districts, and community organizations, plus leading outreach and performance reporting to meet timelines and deliverables.

Qualifications

• Minimum of three years of professional experience in the substance use disorder field.
• Knowledge of LA County systems and community resources related to substance use services.
• Ability to manage competing priorities and meet deadlines.
• Experience with grant-funded programs and contract oversight is preferred.

Responsibilities

• Oversee staff performance, supervision, and crisis-related support.
• Manage contracts, certifications, and relationships with funders and partners.
• Monitor Drug Medi-Cal programs for compliance with standards and requirements.
• Plan, implement, and evaluate expansion of substance use prevention, treatment, and recovery services.
• Attend SAPC meetings, workgroups, and represent HYC in coalitions.
• Lead outreach to promote programs and serve as central contact for community services.
