Qualifications

  • Advanced knowledge of FAR/DFARS/ITAR in subcontract and material management.

Responsibilities

  • Serve as Control Account Manager for material scope, budget baseline, LRE, EAC, and variance analysis.
  • Develop and defend the material forecast and align with revenue recognition.
  • Create supplier recovery plans and communicate issues with actionable solutions.
  • Develop and integrate the Supply Chain Management Plan across cost, schedule, and delivery.
  • Collaborate with Procurement on sourcing strategy and PO execution.
  • Manage supplier performance end-to-end with corrective actions and escalation.
  • Ensure FAR/DFARS/ITAR compliance and audit readiness.
  • Analyze KPIs to resolve shortages, nonconformances, and line-stop risks.
  • Lead all proposal supply chain elements and cost targets for bids.
  • Partner on long-term material strategy including LTAs and second-source as needed.

Job Description

The Supply Chain Program Manager (SCPM) is the single supply chain owner for program in the Maritime Power Systems portfolio in Norfolk, VA, accountable for material cost, schedule, and risk from proposal through contract closeout. This is a Control Account Manager role at its core. The SCPM will own the material EAC, brief performance to program and executive leadership, and drive supplier execution against a baseline you set and defend. Working as one supply chain, you will bring Procurement, Finance, Engineering, Quality, Operations, and Program office around a single material strategy, turning program goals into results the customer can count on. This is a role for someone that wants to own the outcome, not just report on it.

Essential Functions
  • Serve as Control Account Manager for material scope, owning the time-phased budget baseline, BCRs, Latest Revised Estimate (LRE), Estimate At Completion (EAC), material forecast, annual operating plan (AOP), and presenting variance analysis and recovery plans at CAM and program reviews.
  • Build and execute the program’s material forecast, tying material receipts to revenue recognition and defending the forecast by managing risks and opportunities.
  • Develop supplier recovery plans and communicate critical issues to stakeholders with solution focused actions and recommendations
  • Develop the Supply Chain Management Plan for each assigned project and integrate it into the master Program Management plan across cost, schedule, and delivery.
  • Partner with Procurement on sourcing strategy, negotiations, and purchase order execution, operating as one supply chain team against shared program objectives.
  • Manage supplier performance end to end, including risk and opportunity plans, corrective action, and escalation, Return-To-Green plan, holding suppliers to on-time delivery and quality commitments.
  • Own compliance flow-down to the supply base for FAR, DFARS, and ITAR requirements, and ensure procurement actions withstand DCMA and internal audit.
  • Analyze key performance indicators and identify challenged areas to drive cross-functional resolution of material shortages, nonconformances, and line-stop risks.
  • Responsible for leading all proposal supply chain elements, generating compliant material estimates, sourcing strategy, Basis of Estimates (BOE), risks and opportunities, gate presentations and material cost targets that shape a competitive bid.
  • Partner with strategic sourcing on long-term material strategy for the portfolio, including Long Term Agreements (LTA), supplier consolidation, second-source qualification, and sole-source risk reduction.
Qualifications
  • Must be a U.S. Citizen
  • Bachelor’s degree and a minimum of 9 years of relevant supply chain, program management, or finance experience; or a Master’s degree and a minimum of 7 years. Additional relevant experience may be considered in lieu of degree.
  • Demonstrated Control Account Manager experience, including proposals, material forecast, AOP, EVMS baseline management, variance analysis, and EAC development.
  • Working knowledge of Earned Value Management Systems and cost/schedule integration, with the ability to obtain the L3Harris CAM certification within 6 months of hire if not already held.
  • Hands-on experience in an ERP environment (SAP, Oracle, Costpoint, or equivalent) managing material planning and receipts.
  • Ability to communicate effectively with internal executive leadership and line management both written and verbally
  • New Business Proposals / Capture Experience on competitive and/or sole source pursuits
  • Advanced knowledge in FAR, DFARS, and ITAR as applied to subcontract and material management.
Preferred Additional Skills
  • Active EVMS Level 1 and 2 certification or equivalent CAM credential at time of hire.
  • APICS/ASCM CPIM or CSCP certification, or PMP.
  • Experience leading material or subcontract recovery on a DX or DO rated order under production pressure.
  • Track record briefing material EAC and forecast performance directly to a VP/GM or external customer.
  • Experience executing sole-source supplier transitions or second-source qualifications on long-lead defense hardware.
  • Six Sigma or Lean certification (Green Belt or above)
Salary and Benefits

The salary range for this role in Virginia (outside of Greater D.C. area) is $95,500-177,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
