Job summary

Jobtailor seeks an experienced government contracts professional to manage and negotiate complex subcontracting for U.S. programs. You will source technology suppliers, handle RFPs, quotes, and information through subcontract execution and closeout, while ensuring compliance with FAR and related regulations.

You will lead cross-functional negotiations, optimize supplier performance, and mentor staff. This role requires US citizenship, ability to work in-office in Chantilly, VA or Columbia, MD,

Qualifications

• Bachelor’s degree (BS/BA) desired.
• 5+ years of related experience in government contracts.
• Certification is required in some areas.
• U.S. Citizenship required.
• Clearance is not required, but candidate must be clearable if necessary.
• Ability to work 5 days per week in the office at AT&T’s office in Chantilly, VA or Columbia, MD.
• No relocation is available.
• Knowledge of FAR, DFARS, CFR and procurement regulations.
• Ability to negotiate and manage complex subcontract agreements.

• Develop and implement sourcing strategies for government pursuits.
• Optimize supplier selection to meet cost, schedule, performance.
• Establish relationships with subcontractors and suppliers.
• Oversee performance and contract lifecycle.
• Identify and mitigate subcontracting risks.
• Ensure compliance with FAR, DFARS, CFR, and other codes.
• Monitor performance metrics and procurement effectiveness.
• Lead continuous improvement initiatives.
• Mentor staff and influence executive decisions.

Job description

• Manage, monitor, and strategically source technology supplier contracts supporting the U.S. Government
• Lead the process from requests for proposal, quote, and information through subcontract execution, management, and closeout
• Advocate for the company internally and with suppliers to mitigate policy impacts, reduce risk, and drive successful outcomes through negotiation
• Lead negotiation, execution, and administration of complex subcontract agreements
• Develop and implement sourcing and subcontracting strategies supporting government contract pursuits and program execution
• Optimize supplier selection and drive cost, schedule, and performance objectives
• Establish and maintain strategic relationships with subcontractors and suppliers
• Oversee subcontractor performance throughout the contract lifecycle and facilitate collaboration for successful program delivery
• Identify, assess, and mitigate subcontracting risks
• Ensure compliance with FAR, DFARS, CFR, state procurement codes, contract flow-down requirements, and internal governance policies
• Monitor subcontract performance metrics and analyze sourcing and procurement effectiveness
• Lead continuous improvement initiatives
• Mentor less experienced staff and influence executive decisions
