Job summary

Clackamas County's Department of Assessment and Taxation seeks an experienced Senior Property Appraiser to perform complex real property valuations and lead appraisal projects. The role involves training staff, coordinating workflows, and ensuring accurate value assessments for diverse property types in a dynamic tax environment.

The position requires a registered Property Appraiser with Oregon DOR, at least three years of relevant experience, and proficiency in reporting.

Qualifications

• Proof of registration as a Property Appraiser with the Oregon Department of Revenue (DOR).
• Minimum of three (3) years of relevant real property appraisal experience, including some experience in an Oregon County Assessor’s office, within the last seven (7) years.
• Experience performing difficult technical valuation work in the classification and appraisal of real property for value assessment purposes.
• Experience in writing reports and letters containing complex information.

Responsibilities

• Leads a group of appraisers or appraisal projects; trains appraisers in proper appraisal practices; reviews completed work; plans and coordinates projects; annually reviews valuation changes; handles MAV override calculations.
• Communicates and coordinates with the public and other agencies regarding procedures and regulations; gathers data from realtors, builders, lenders, planning offices and property owners; prepares reports; may appear before tax courts and appeal bodies.
• Examines commercial, industrial, or complex residential properties for construction type and quality; interviews owners and agents; gathers data on rentals and incomes; estimates value based on earning capacity.
• Oversees farm rent study and qualification of farm/forest properties; conducts inspections of rural land; determines current market value and documents the basis for decisions.
• Oversees and ensures quality control of computerized valuation processes; reviews digital sketches and property inventories.
• Determines design standards for automation and creates tools and checklists for quality assurance.
