We are seeking a Lead Project Manager (DDAP Programs) to support the implementation and enhancement of several large, critical IT initiatives for DDAP. This engagement’s primary objective is to serve as the Lead PM overseeing these efforts, including the iSMART (Training Management System/TMS) replacement, along with ongoing support of the Web Infrastructure for Treatments (WITS) product.
The Project Manager directs, administers, manages, and facilitates the enhancement and re-engineering of a business process or a developmental project. The PM is the individual ultimately responsible for the DDAP program implementation. The PM’s primary responsibility is to drive the entire effort from start to finish. The PM must ensure that the project is completed on schedule, within the defined budget, and that the final product meets the business, technical, and established quality requirements.
The selected contractor must be familiar with the five (5) phases, along with the inputs/outputs identified by the Project Management Institute (PMI) that combine to turn a project idea into a working product. The PM will need to rely on their proven experience leading projects to successful implementation, as well as their judgment to plan and accomplish goals. Strong interpersonal skills are required when consulting with the program area and various IT teams to define requirements and to analyze and resolve problems, ensuring collaboration and agreement on recommended solutions.
Responsibilities
- Lead and manage the full project lifecycle, including planning, design, development, testing, and implementation
- Support the Enterprise ELS PM by managing DDAP project work in alignment with established timelines
- Direct and oversee high-priority, large-scale IT projects, including business process reengineering and system enhancements
- Develop, maintain, and obtain approval for detailed Project Management Plans
- Define project scope, tasks, milestones, resource needs, and timelines
- Ensure all deliverables align with strategic goals and provide measurable value
- Manage project schedules, track progress, and ensure timely completion of milestones
- Monitor project budgets and communicate financial status to stakeholders
- Develop and manage project estimates; adjust as needed in collaboration with team leads
- Ensure all scope changes follow formal change management processes
- Coordinate and lead status meetings, project reviews, and quality assurance activities
- Capture, analyze, and report on project metrics and performance
- Prepare and deliver regular status reports to stakeholders and senior leadership
- Maintain compliance with HHS DC IT PMO standards, methodologies, and procedures
- Collaborate with cross-functional IT teams including Application, Data Warehouse, Networking, Security, and Service Management
- Facilitate discussions between IT teams and vendors to ensure alignment on solutions and requirements
- Identify, track, and manage risks and issues using RAID logs; develop mitigation strategies
- Serve as the primary point of contact for project-related issues and communications
- Build and maintain strong relationships with stakeholders and customer representatives
- Ensure effective communication across all project team members and stakeholders
- Coordinate system testing and support implementation activities
- Provide weekly project updates following Daptiv guidelines
- Deliver presentations and project updates as needed
- Mentor junior project management staff as needed
- Plan and coordinate training sessions and project-related onboarding activities
- Balance team workload and resource capacity to ensure optimal performance
Qualifications
- 7+ years managing technical initiatives with a large complement of project team members throughout the various IT areas with technical complexity
- Project Management Professional (PMP) certification for a minimum of '5' years preferably through the PMI Institute
- High degree of business and technical knowledge
- A four (4) year college degree or equivalent technical study is preferred
- Experience implementing SaaS solutions.
