Job summary

Rivet Operations Company in Laurel, Maryland is seeking a Lead Project Manager to serve as the designated Site Lead and primary government interface for facility engineering and construction support at JJRTC. You will oversee all construction efforts, lead a contractor team, and coordinate day-to-day execution with government leadership, CO and COR.

The role requires advanced PM expertise, the ability to apply complex techniques with minimal supervision, and a strong leadership presence.

Qualifications

  • Four-year degree in construction management, engineering, or related field.
  • Minimum of 10 years' project management experience on commercial or government construction.
  • Ability to lead site operations and act as primary Government interface.
  • Strong leadership, communication, organizational and problem-solving skills.

  • Draft responses to change orders and prepare SOWs and cost estimates for contracts.
  • Support contract reporting, including Monthly Report and Monthly Performance Updates with CO/COR.
  • Travel to different government locations periodically.

Overview

Job Title: Lead Project Manager


Location: Laurel, Maryland


Rivet Operations Company is looking for a Lead Project Manager to serve as the designated Site Lead and primary point of contact with the Government for facility engineering and construction support services at the United States Secret Service (USSS) James J. Rowley Training Center (JJRTC). This role is designated Key Personnel by the Government and is responsible for the oversight of all construction efforts at the project site, providing leadership and direction across the contractor project team. The Lead Project Manager serves as the primary interface between contractor personnel and Government leadership, including the Contracting Officer (CO) and Contracting Officer's Representative (COR), on all issues relating to personnel, schedules, and workload. The position ensures successful day-to-day execution of facility planning, design, and construction management support across the JJRTC campus and associated remote project locations. This role requires advanced project management expertise, the ability to apply advanced techniques to complex assignments under limited supervision, and the leadership presence of a fully competent, experienced professional.


Key Responsibilities


  • Serve as the designated Site Lead and primary contact for the CO and COR on all issues relating to contractor personnel.

  • Provide direction to the project team and coordinate schedules and workload across construction and service projects.

  • Provide oversight of all construction-related activities and the day-to-day project management for construction and service projects.

  • Coordinate with customers and conduct schedule review and design review.

  • Develop solutions to construction problems or existing field conditions, and review contractor submittals for contract conformance.

  • Support the CO and COR throughout the acquisition phases of each project, including answering offerors' questions and attending/participating in site orientation visits and joint contractor/Government meetings.

  • Draft technical responses to change orders and prepare statements of work and cost estimates for new contracts and contract modifications.

  • Support contract reporting requirements, including the comprehensive Monthly Report and Monthly Performance Update meetings with the CO, COR, and contractor management.

  • Travel required to different government locations periodically.


Requirements

Required Qualifications


  • Four-year degree in construction management, engineering, or a related field, or equivalent experience.

  • Minimum of 10 years' project management work experience on commercial or Government construction projects.

  • Demonstrated ability to provide site leadership and serve as the primary Government interface.

  • Ability to independently apply advanced project management techniques to complex assignments under limited supervision and general direction.

  • Strong leadership, communication, organizational, and problem-solving skills.

  • Proficiency with Microsoft Office Suite and project management tools.


Preferred Qualifications


  • Project Management Professional (PMP) or other project management certification.

  • Experience supporting Federal Government construction or facility engineering programs.

  • Experience preparing statements of work, independent cost estimates, and change order documentation.

  • Experience managing teams across geographically dispersed project sites.


Security Clearance

Requires US citizenship. The applicant must possess (or be able to obtain) a favourable Tier 4 Public Trust background investigation within the last 5 years and complete all USSS suitability and non-disclosure documentation prior to commencing work.

Physical Requirements:
