Job summary

EPCOR USA seeks an experienced Manager, Project Engineering to lead water and wastewater capital projects from concept through commissioning. Based in our Glendale, Arizona office, you will manage planning, design, permitting, procurement, construction, and closeout with external consultants and contractors.

Responsibilities include scope, schedule, budget, and risk management; contract negotiation; regulatory interfaces; and ensuring safety, quality, and regulatory compliance across projects.

Qualifications

• Bachelor’s degree in Civil Engineering, Construction Management, or related technical field (advanced degree preferred).
• PE registration in Arizona or ability to obtain within one year preferred.
• Minimum of 6 years of experience in civil engineering, project management, or water/wastewater infrastructure projects.
• Experience with water and wastewater treatment plants and conveyance systems is a plus.
• Familiarity with permitting and regulatory processes, including interaction with agencies such as ADEQ.
• Strong project management skills with the ability to manage multiple projects simultaneously.
• Excellent verbal and written communication skills.
• Proven ability to collaborate, influence, and lead cross-functional teams and external partners.
• Advanced proficiency in Microsoft Word, Excel, PowerPoint, and related project documentation tools.

Responsibilities

• Develop project scopes, schedules, budgets, and cost estimates for capital projects.
• Create and execute comprehensive project delivery strategies, including risk identification and mitigation.
• Select engineering consultants and construction contractors through competitive, value-based procurement processes.
• Negotiate and manage design and construction contracts and associated change orders.
• Coordinate closely with internal Engineering and Operations teams to ensure project alignment and constructability.
• Review and approve engineering designs, technical documents, and construction submittals.
• Track project progress and provide regular status updates, forecasts, and reports to stakeholders.
• Manage project financials, including spending forecasts and budget controls.
• Interface with federal, state, county, and local agencies to obtain permits, approvals, and easements.
• Oversee construction activities and coordinate with inspectors to ensure quality and compliance.
• Lead project closeout activities, including documentation for asset capitalization.
• Provide technical guidance and support to Operations staff as needed.
