Qualifications

• 8+ years of Procure-to-Pay and Oracle ERP Financials/Procurement experience.
• Substantial experience with federal P2P practices, including federal procurement and payables.
• Lead implementer for P2P on at least one Oracle implementation.
• Ground-up solutioning for a net-new implementation with global design.
• Experience leading key design decision analysis.
• Strong knowledge of FAR, invoice processing, and vendor payment workflows.
• End-to-end P2P processes and Oracle approvals/BPM experience.
• Experience with FBDI, OTBI/BIP, interfaces, and conversions from a functional perspective.
• Strong testing and troubleshooting experience.
• Demonstrated use of AI tools to accelerate analysis, documentation, testing, or problem solving.

Responsibilities

• Serve as the lead implementer for Oracle P2P on a net-new implementation, owning solution design from the ground up.
• Lead the P2P global design for a single, multi-tenant Oracle solution.
• Lead key design decision analysis and document design decisions for stakeholder approval.
• Lead requirements and fit-gap workshops and translate business requirements into Oracle configurations.
• Design Procurement, Purchasing, Self Service Procurement, Supplier Management, Payables, and Payments functionality.
• Align P2P design with FAR/OMB A-123 internal controls and SoD.
• Design payment processing for ACH and federal disbursements with controls to prevent duplicates.
• Design integration of P2P with GL, Fixed Assets, Projects, Budgetary Control, and external systems.
• Own functional specs for integrations, conversions, reports, and extensions; lead data validation.
• Lead SIT/UAT scenario development and defect resolution; support deployment and training.
• Document configurations, SOPs, and controls; maintain audit readiness.
• Use AI to accelerate analysis, documentation, and testing; mentor junior team members.
