Job summary

The State of Iowa, Department of Management, Division of Information Technology seeks a highly skilled ITS5 to lead design, development, optimization, and support of statewide software solutions. This role ensures technical excellence, enterprise standards, and secure, scalable systems while collaborating with cross-functional teams.

The ITS5 will mentor junior staff, drive innovation, implement CI/CD and DevSecOps practices, analyze requirements, and ensure alignment with enterprise objectives

Qualifications

• Applicants must meet minimum requirements to qualify for positions in this job classification.
• Must pass a DOM background check and reside in Iowa.
• Selective certifications: 073 SQL, 022 C#.NET, 198 HTML.

Responsibilities

• Design, develop, optimize, and support software solutions for statewide services.
• Ensure alignment with enterprise architecture, quality expectations, and standards.
• Implement and maintain CI/CD pipelines and DevSecOps practices.
• Lead adherence to enterprise testing standards for reliable systems.
• Conduct risk assessments and implement risk management strategies.
• Mentor junior staff and train on AI for QA and software engineering.
• Monitor performance and resolve issues to meet SLAs and incident protocols.
• Oversee technical documentation and enterprise policies.

Education

Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security.

Graduation from an accredited four-year college or university with a degree in computer science, computer applications, software engineering, computer engineering, management information systems, business analytics, or cyber security, and experience equal to two years of full-time work in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security.

All of the following (a and b): Three years of full-time work experience in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security; and

All of the following (a and b): Five years of full-time work experience in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security; and certification or eighteen semester hours in related areas.
