The Lead Evaluator leads the planning, implementation, and utilization stages of all monitoring, evaluation, and learning (MEL) tasks under the contract, conducts quality reviews of technical work, and prepares and finalizes the requested deliverables. The Lead Evaluator will have general technical expertise in program evaluation, performance monitoring, indicator development, facilitation of learning, and data analysis and data usage.
