Requirements

This position serves as the Lead Grants Accountant for Agency Finance & Operations. This position will provide counsel and technical assistance to System Office staff in the preparation of grant application budgets for grant proposals submitted to federal, state and private grant funders; determines fiscal and technical reporting requirements; monitors budgetary expenditures to ensure that funds are being expended in a timely and appropriate manner; ensures adherence to State and Federal guidelines and policies; provides grant information to divisional managers. Some key duties are as follows:

  • Prepares, tracks and reviews monthly cash transfers and cash drawdowns from the grantor to cover expenditures, as well as prepares financial status reporting required by grantors.
  • Verifies that indirect costs are calculated appropriately based on the approved indirect cost plan.
  • Provides direct support to the Grants Administrator and serves as the first point of contact for issues related to System Office grants.
  • Prepare budget creations and revisions within IBIS (Integrated Budget Information System), validate revenue and expenditure accounts within NCFS (North Carolina Financial System) and run financial reports as needed.
  • Evaluate, modify and document internal processes and procedures as needed and is responsible for updating the Policies and Procedures Manual.
  • Aids the CFO during the preparation of the indirect cost plan.
  • May serve as a liaison for the System Office as needed regarding the budgeting of grants and other funds with the Office of State Budget & Management as well as a liaison with the Office of the State Auditor, System Office internal auditor and auditors/program monitors from various funders.
  • Provides training for System Office staff. This position works independently reviewing, identifying and resolving grant related issues.
  • Serve as backup to the Director of Agency Finance. These duties include approving agency invoices, travel reimbursements, travel authorizations, journal entries, assisting with month-end and year-end close-out, and preparing the Annual Comprehensive Fiscal Report (ACFR).

This is a full-time position (40 hours per week) with State Benefits.

Knowledge, Skills And Abilities / Competencies

  • Experience and knowledge of accounting principles and practices.
  • Demonstrated knowledge of governmental accounting methods, procedures, and financial practices.
  • Experience in directing the work of lower-level accountants and support personnel.
  • Experience in presenting results of analysis to program administrators and negotiate changes and/or implementations.

Management Preferences:

  • Accounting for grants
  • Ability to compile, monitor, audit and analyze financial statements/reports.
  • NCFS general ledger and analyzing NCFS reports
  • Entering budget revisions in IBIS and reconciling Salary Control System
  • Strong knowledge of accounting principles and practices

Minimum Education And Experience Requirements

Bachelor’s degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and two years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting. financial statements and reports; or equivalent combination of education and experience.
