Job summary

Harper Brothers Construction, a heavy civil contractor, is seeking an Estimating Manager in Plano, TX to lead bid efforts across TXDOT, utilities, and infrastructure. You will manage estimates, coordinate bids, mentor staff, and develop pricing strategies to support profitable work.

The role demands deep experience in heavy civil estimating, leadership of an estimating team, and strong command of TXDOT specifications and project costing.

Qualifications

• Bachelor's degree in Civil Engineering, Construction Management, or related field preferred.
• Minimum 10 years estimating experience in heavy civil construction.
• 3–5 years leadership/supervisory experience in estimating.
• Extensive TXDOT roadway and infrastructure estimating experience.
• Strong background in heavy underground utility construction (water, sewer, drainage).
• Experience with bids from $5M to $100M+ and cost control principles.

Responsibilities

• Lead all estimating activities for TXDOT, municipal, and heavy civil projects.
• Prepare conceptual, budgetary, negotiated, and competitive bid estimates.
• Review plans and contracts to develop complete, accurate estimates.
• Oversee takeoffs, pricing analyses, solicitations, and bid packaging.
• Evaluate subcontractor and vendor proposals for completeness and price.
• Mentor estimators and drive a high-performance team culture.
