Lead Electrical Energy Engineer - Decarbonization and Electrification Programs
Location: Remote position based in the Los Angeles Metro area, California. Local travel within Southern California may be required.
ICF is a global consulting and technology services company that helps clients solve complex challenges in energy, environment, and infrastructure. ICF is seeking a Lead Electrical Energy Engineer to support renewable energy, decarbonization, energy efficiency, EVSE, and electrification programs in California. Clients include utilities, Fortune 500 companies, and federal, state, and local government agencies.
The role provides oversight of electrical engineering related to demand-side management work in California and serves as ICF's California Responsible Electrical Engineer. Responsibilities include oversight of proposals, contracts, statements of work, staffing, and quality assurance and quality control. The role also oversees electrical engineering performed internally and by subcontractors for decarbonization, on-site renewables, electrification, demand response, buildings, industrial processes, facility EVSE, and related power systems. The engineer will support distributed energy resource project development and coordinate with stakeholders in business development, contracting, management, program delivery, and engineering.
What you will do
- Review proposals, contracts, and statements of work to identify professional electrical engineering requirements and ensure work complies with the California Energy Code, local authority-having-jurisdiction codes, and company policies.
- Provide input on staffing for electrical engineering oversight and subcontractors.
- Oversee and, when needed, perform technical analysis of existing and proposed conditions and design changes, including utility interconnection, building electrical infrastructure, and costs.
- Develop conceptual designs and provide quality-control oversight of analyses completed by other staff.
- Write reports documenting existing power-system conditions, proposed design changes, and project costs.
- Facilitate discussions with internal and external stakeholders to define electrical engineering needs and requirements; coordinate statement-of-work requirements and project-level analysis or conceptual design.
- Work with customers, vendors, and outreach staff to develop distributed energy resource projects for public-sector facilities in Southern California.
- Conduct field audits to document customers' current operations and motivations and identify energy-efficiency opportunities.
- Lead the identification, scoping, and development of custom decarbonization projects.
- Work with customers and stakeholders to scope opportunities, budgets, and timelines; analyze baseline and proposed-measure conditions, savings, costs, and other relevant parameters.
- Perform advanced engineering calculations, including custom measure savings estimates using industry or ICF calculators to model energy performance.
- Prepare detailed reports documenting existing conditions, proposed measures, as-built operating conditions, project savings, and cost-effectiveness parameters.
- Support customers with project implementation and forecast project activities to help ensure timely, on-budget completion.
- Travel up to 30% locally within Southern California for site visits, meetings, and events. A reliable vehicle is required; mileage is reimbursed.

- At least 2 years developing energy-efficiency, distributed-energy-resource, or related projects.
- Valid driver's license and successful completion of a Motor Vehicle Records check.
Preferred qualifications
- Advanced degree in electrical engineering and/or professional engineering licenses in states in addition to California.
- Experience applying the California Electrical Code and National Electrical Code.
- Ability to make independent engineering judgments under licensure.
- At least 5 years analyzing building power systems or creating building power-system drawings.
- Experience with one or more of SKM, ETAP, EasyPower, AutoCAD, Revit, or BIM360 for design or analysis.
- At least 5 years working with decarbonization, renewables, EVSE charging analysis or design, including building interconnection requirements.
- Experience with calculations and interconnection processes for California utilities.
- Certified Energy Manager (CEM) credential.
- Experience conducting ASHRAE Level 1, 2, and 3 audits using ASHRAE Standard 211.
