Job summary

Jacobs is seeking a Lead and Copper SME to provide regulatory leadership for EPA LCR, LCRR, and LCRI compliance. You will guide service line inventories, sampling plans, and communication strategies for utilities and clients.

With 7+ years in drinking water compliance and a PE license preferred, you will interpret regulations, develop SOPs, and support risk-based replacement planning while coordinating with internal teams and stakeholders.

Qualifications

• 7+ years in drinking water compliance with direct experience in LCR compliance and implementation.
• PE license preferred.
• Strong communication, client management, and problem-solving abilities.

Responsibilities

• Interpret and apply federal and state LCR, LCRR and LCRI requirements for clients and internal teams.
• Advise and support water systems on service line inventories development and improvement.
• Support water systems in identifying and prioritizing service lines for replacement and strategy development.
• Prepare standard operating procedures for service line replacement and post-replacement flushing.
• Develop public communication strategies to consumers about lead in drinking water and replacement programs.
• Develop school and childcare sampling plans and notification letters.
• Advise on monitoring requirements, tier criteria, and site plan updates for lead service lines.
• Prepare distribution system and site assessment procedures for high lead results.
• Provide guidance on actions after lead action level exceedances and corrosion control optimization.
• Support resolutions of LCRR/LCRI violations including reporting and inventories.
• Align project scopes with funding eligibility; prepare regulatory reports and deliverables.
