Job summary

The Air Force Civilian Service is seeking a Full-Time Contracting Officer (GS-1102-13) to support Seymour Johnson AFB, NC. The incumbent will perform professional contracting duties for a military installation and must meet eligibility for a $25M CO warrant.

Salary range is $111,147 – $144,493 with potential moving expenses and relocation incentive. Federal qualifications, security clearance, and DAWIA prerequisites apply.

Qualifications

• Bachelor's degree with at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, or related fields; transcripts required.

The Air Force Civilian Service (AFCS) is looking for a Full-Time Contacting Officer, GS-1102-13, to work at 4th Contracting Squadron, 4th Mission Support Group, 4th Fighter Wing, ACC, Seymour Johnson AFB, NC.

SALARY RANGE

$111,147 – 144,493

Qualifications/Requirements

The incumbent will serve as a professional Contracting Officer performing duties in support of a military installation.

Must have or have the knowledge to earn a $25M CO warrant upon taking position.

SKILLS DESIRED

Professional knowledge of a wide range of Federal contracting laws, regulations, policies, principles, procedures, methods, techniques, practices and contract types applicable to pre-award and post-award actions for a variety of complex contracts for unique services, commodities, and/or construction. APDP professional certification in contracting.

• Must be able to obtain and maintain a Secret Security clearance.
• Education requirements: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1100/contracting-series-1102/. A 4‑year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Transcripts must be included.
• The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
• In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
• Knowledge of the business environment (e.g. economic trends, awareness of commercial/business practices, standards, mergers, and acquisitions, etc.) in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact‑finding/market research.
• Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems.
• Knowledge of contract negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
• Skill in team building to bring out the best in team members to promote team performance; effectively establishes performance goals, develop concrete action plans to solve problems, and assess progress toward their achievement; and to adjust work operations and program objectives to meet emergencies, changing programs, or production requirements within available resources and with minimum sacrifice of quality or quantity of work; and skill in communicating both orally and in writing, clearly, concisely, and with technical accuracy.
• Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well‑informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable, and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.
