Lead Construction Inspector - Lynchburg District, VA

Infrastructure Consulting and Engineering, LLC (ICE) is looking for a Lead Construction Inspector to join the team in Virginia. Your role is pivotal in shaping the success of our organization!

Summary

The Lead Construction Inspector will be responsible for inspecting all phases of highway construction and maintenance projects under the general supervision of senior or supervisory staff, ensuring construction quality in accordance with plans and specifications and providing a quality transportation system for the traveling public.

Responsibilities

  • Monitor the work of contractors to ensure quality control and contract compliance for roadway, structure, and bridge construction/maintenance projects of routine to moderate complexity, under the direction of a Construction Manager or designee.
  • Inspect and monitor contractual field work which includes excavations, drainage facilities, road surfaces, and structures.
  • Observe and document Contractor’s daily production rates.
  • Schedule work and inspection phases with Contractor’s superintendent and agency personnel.
  • Observe, document and communicate with Contractor's regarding completion of all elements of project work to include identifying non-compliant work.
  • Take field measurements of pay items.
  • Review placement of and perform tests on construction materials.
  • Review lines, grades, dimensions, and elevations using standard survey and field engineering equipment.
  • Oversee and enforce the installation of erosion/siltation controls and highways work zones and traffic control devices.
  • Recommend changes to construction plans to meet field conditions or provide project cost savings.
  • Maintain project records; including daily diaries, materials notebooks, as-built plans, pay quantity records, and monthly estimates.
  • Review and monitor Equal Employment Opportunity/Disadvantaged Business Enterprise (DBE) documentation and compliance with Federal labor requirements/regulations for Federal-aid construction projects, ensuring contractor compliance with program requirements.
  • Monitor contractor’s operations to ensure compliance with contract terms and specifications.
  • Independently coordinate and direct all phases of construction inspection of projects, which are typically complicated by extensive traffic control, sensitive to the public or environmentally challenging, or require significant project coordination with property owners, utility companies, or local/federal government representatives.
  • Coordinate and schedule various phases of construction with the prime contractor and agency personnel.
  • Review and monitor Contractors’ plan of operation and advise contractor of violations.
  • Make field measurements of pay items and conduct material testing.
  • Prepare and maintain comprehensive project records including daily diaries, materials notebooks, as-built plans, pay quantity records, progress schedules, work orders and monthly estimates.
  • Aid in the development of work orders, investigations and analysis of Notices of Intent.
  • Evaluate and monitor progress schedules, and perform work order analysis.
  • As deemed necessary by the task or project, serve as Lead Inspector for a team of inspectors.

Education and Experience Requirements

  • HS diploma or equivalent required. Technical college coursework in engineering is preferred.
  • Associate or BS Degree in Engineering field preferred.
  • Minimum of 7-10 years of experience in highway construction.
  • Must be familiar with AWP and ProjectWise.

Knowledge of: Construction plans, symbols, and terminology; State and federal environmental, safety, and Equal Employment Opportunity guidelines and regulations; Use of the Client's contract management software; Mathematics including algebra and geometry; Functional computer usage including familiarity with Microsoft office suite software and all construction management software systems used by the Client.

Ability to: Read and interpret roadway, structure and bridge plans and specifications; Apply mathematical formulas and field management principles to determine minor field adjustments; Maintain detailed records; Perform and document required materials testing; Communicate with the agency and contractor personnel and the general public; Prepare for and conduct project related meetings.

  • Strong written and verbal communication skills required.
  • A valid Driver's License is required with a safe driving record and must complete a pre-employment screening.
  • Must be legally authorized to work in the United States.
  • ICE is a drug-free workplace.

Physical Demands

This position requires minimal lifting of up to 50 pounds sometimes on a frequent basis. The employee must be able to travel and tour work sites under adverse environmental conditions not limited to loud noise levels, high dust and dirt, and extreme temperature. The employee must be able to visually examine construction materials and finished structures and work in various types of weather and field conditions, including heights, uneven terrain, highway traffic, hazards of highway construction sites and heavy equipment.

Expected Hours of Work

This position is full-time (40 hours per week). Office hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday, allowing one unpaid hour for lunch each day. While overtime is generally not anticipated, occasional projects or deadlines may necessitate additional hours, compensated according to company policy. Flexible schedules may be available with prior approval from the immediate supervisor. Work schedules may vary based on project demands.
