LCDC - I**Pay Rate**United States of America (Hourly)**Time Type**Full time**Summary****REPORTING RELATIONSHIP:****Reports directly to:** Director, Residential FacilityThe Licensed Chemical Dependency Counselor (LCDC) in the Residential Facility within this Department serves at the facility staff level and is selected by the Residential Facility Director’s, Director of Residential Services and an Administrative panel after having met the requisite education, training, and experience criteria set out in this job description. The individual is not responsible for supervision of employees. Applicant is hired under the legal doctrine of employment at will.**ESSENTIAL DUTIES AND RESPONSIBILITIES:*** Develops and implements Cognitive Behavioral Therapy treatment programs;* Coordinates the conduct of defendant screening, assessment, referral, and placement into substance abuse treatment and submits reports to the referring officer;* Provides Individual and Group counseling as required per program curriculum per week;* Documents and forwards Admission progress reports and incident reports, and Discharge and Aftercare Summary to the RSO;* Prepares statistical reporting of clients served;* Determines defendant suitability for treatment, ability to pay for services and conditions of treatment;* Compiles output and outcome data and statistically analyzes it to determine the success of the program;* Establishes and maintains computerized records and/reports;* Attends and participates in TAIP/Department provider meetings;* Collaborates with the Director, Residential Facility and Director, Residential Services to ensure program compliance with CJAD and contract compliance, productivity, and implementation of approved program curriculum;* Complies with HIPAA and PHI to ensure confidentiality of all resident/patient information;* Informs proper authority when attendance issues are present or non-compliance is evidenced;* Contributes to team effort by accomplishing related duties as needed.**KNOWLEDGE:*** Considerable knowledge of Cognitive Behavioral based counseling methods and techniques;* Considerable knowledge of the 12 Core Functions of drug and alcohol substance abuse programs and treatment;* Basic knowledge of the criminal justice system;* Ability to make accurate and appropriate counselor inferences, assessments and judgments;* Basic knowledge of referral and residential placement process within the criminal justice system;* Ability to assess defendant condition and determine effective treatment alternative;* Ability to communicate effectively, both verbally and in writing;* Ability to organize and report data;* Proficient in operating Windows-based word processing, spreadsheet, and data base software;* Ability to establish and maintain effective working relationships with subordinates, other CSCD and County employees, Elected/Appointed Officials, outside organizations, other agencies and the general public.**MINIMUM EDUCATION AND EXPERIENCE**:* Graduate from an accredited college or university with a Bachelor’s Degree in Counseling, Social Work, Behavioral Science or a closely related field is required; Master’s Degree in a Social or Behavioral Science is preferred;* Must be a current Licensed Chemical Dependency Counselor (LCDC);* Five (5) years relevant work experience with adults in dealing with Substance Abuse issues and counseling is required;* Five years supervisory work experience with a County, State, or Federal Probation Department is preferred;* Completion of the Criminal Justice approved Cognitive Behavioral Therapy for use within a Correctional Facility and having implemented these techniques and concepts within a Criminal Justice Intermediate Sanction Facility is preferred;* Education or experience may be substituted for one another;* Required to complete the Residential Staff Certification Course within one (1) year of assignment to a residential facility;* Bi-lingual (English/Spanish) is preferred.**PHYSICAL REQUIREMENTS:**Includes lifting/carrying 10 to 30 lbs. frequently; visual acuity, speech and hearing; hand an eye coordination and manual dexterity necessary to operate a medical and basic office equipment. Duties require periods of walking and standing. Subject to sitting, walking, standing, reaching, twisting and handling to perform the essential job functions.Possess a valid Texas Driver’s License and motor vehicle liability insurance.**WORK CONDITIONS:**Working conditions are primarily inside a residential facility environment. May be exposed to temperature variations and cramped areas. Exposure to controlled correctional environment and potential risk of bodily injury and/or hazardous conditions may exist. Individual will work in the proximity of some residents who could be considered dangerous. Work with individuals who may have been convicted of felony and/or misdemeanor offenses.May require travel to remote sites within Bexar County.Required to be on call 24 hours and 7 days per week.May be required to work a flexible schedule and more than 40 hours during the workweek.
