Job description

Join the Pennsylvania Liquor Control Board (PLCB) as a Licensing Technician 1 within the Bureau of Licensing, Licensing Systems and Program Management Division. Showcase your analytical, clerical, and communication skills with our team!

As an LCB Licensing Technician 1, you will deliver excellent customer service by responding to inquiries from applicants, licensees, attorneys, legislators, agency staff, and the public regarding license applications, problem resolution, and application status updates. Your primary responsibilities include examining, evaluating, and approving applications for various licenses and permits according to the Liquor Code, its amendments, and the regulations, precedents, and policies established by the Board. These govern the manufacture, purchase, transportation, storage, delivery, sale, and consumption of liquor, alcohol, and malt or brewed beverages. Strong verbal and written communication skills are essential, along with a thorough understanding of the Liquor Code, including requirements for different licenses and permits, relevant regulations, precedents, policies, applications, fees, and supporting documentation.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch break
  • Telework: Opportunity to work from home part-time, up to 4 days per week, with a secure high-speed internet connection and an approved location inside Pennsylvania. If unable to telework, reporting to the Harrisburg headquarters is an option.
  • Salary: Starting salary may be non-negotiable in some cases.

Qualifications
Minimum Experience and Training Requirements:
  • Three years of clerical experience supporting a legal, licensing, or regulatory program requiring application of statutes, policies, or industry regulations, plus high school graduation
  • Or an equivalent combination of experience and training

Legal Requirements:
  • A conditional offer requires submission of criminal history reports. Contact the hiring agency for details.
  • Pass a background check. Applicants with a felony conviction within the past ten years are ineligible per section 210(c) of the Pennsylvania Liquor Code. Other convictions will be reviewed case-by-case.
