Job summary

City of Lompoc is seeking an entry-level Landfill Coordinator to assist with traffic control, refuse inspection and load checks at the landfill site. This role requires mechanical aptitude and the ability to operate equipment under supervision.

You will work under general supervision, directing vehicles, inspecting materials, and assisting with dust control and maintenance. A Class B CDL with tanker endorsement is required within six months; pre-employment screening applies.

Job description

Under general supervision, the class of Landfill Coordinator represents an entry-level position in providing traffic control and refuse inspection at the landfill site, including load check inspection of acceptable public and privately collected refuse to be disposed of at the landfill site. Incumbents perform semi-skilled manual duties; operate water truck for dust control; and perform other specifically related work as required. Incumbents must enter this classification with mechanical abilities. Job knowledge relative to the landfill site may be gained through on-the-job experience.

EXAMINATION PROCESS

Based upon screening of the City application, résumé, responses to supplemental questions, and DMV printout, applicants whose qualifications best meet the requirements of the position will be invited to the examination process. This process may include, but is not limited to written examination, performance examination and/or panel interview, which consists of an evaluation of some of the essential knowledge, skills, abilities, and job-related experience listed below. Those candidates who pass the examination process are placed on an eligibility list from which the final selection will be made.

SELECTION PROCESS

As authorized by City policy, applicants being considered for hire in this position are subject to fingerprinting for purposes of investigating criminal history background, as part of the employment screening process. In addition, this position requires a commercial driver's license (class B) and is subject to pre‑employment drug and alcohol testing as required by the Department of Transportation. Appointment is subject to successful completion of a pre‑employment medical examination (based upon job‑related physical standards) by a City‑designated physician.

Failure in any one part of the examination or selection processes will disqualify a candidate from further consideration.

EDUCATION/EXPERIENCE

Include any combination of training, education and experience which demonstrates an ability to perform the duties of the position. The typical qualifying entrance background is: One (1) year of general maintenance, sanitation or landfill work, including some operation of large motorized equipment, and operation of a personal computer.

LICENSE REQUIRED

Possession of a valid and appropriate commercial driver's license (class A or B) with a tanker endorsement, OR the ability to acquire within six (6) months. Applicants must submit a satisfactory driving history, as obtained from the California Department of Motor Vehicle (DMV printout), dated within the last six months, at the time of application submittal.

PHYSICAL

Strength: Heavy – Exert force of 50-100 pounds occasionally, 25-50 pounds frequently, or up to 10-20 pounds constantly to lift, carry, push, pull, or move objects. Frequently stand, walk, bend, stoop, crouch, push/pull, twist at the waist, handle, grip, grasp. Occasionally sit, finger/type, climb stairs and ladders, reach at and below shoulder level. Occasionally extend neck upward, downward and side to side. Rarely crawl or kneel. Vision: Visual acuity which could be corrected sufficiently to perform the essential functions of the position; average depth perception needed. Hearing: Hearing ability to effectively hear/comprehend oral instructions and communication.

MENTAL/PSYCHOLOGICAL

ENVIRONMENTAL CONDITIONS

Incumbents are subjected to adverse conditions such as working in inclement weather, dirt, odors, and other conditions common to a landfill site. Constantly work outdoors, occasionally indoors. Constantly work with others, occasionally work alone. Frequently exposed to dust, fumes, smoke, gases, odors, excessive noises, slippery or uneven walking surfaces. Frequently drive equipment/vehicles. Occasionally exposed to chemicals, solvents, grease or oil; use a computer. Rarely work at unprotected heights or work with explosives; and rare exposure to flames/smoke.
