Job summary

The Montana Department of Natural Resources & Conservation seeks a Land Section Supervisor to develop and administer the Land Banking, Land Acquisition, Land Exchange, Cabin and Home Site Sale, and related inventory.

The role supervises two Real Estate Specialists, manages program budgets, and coordinates with the Chief of the Real Estate Management Bureau in a dynamic, public-sector setting.

Qualifications

  • Bachelor's degree in real estate, business administration, or a closely related natural resources field.
  • Four (4) years of job-related experience.
  • Two (2) years of supervisory experience.

Work Unit Overview

The Real Estate Management Bureau (REMB) works with field office staff statewide to manage state trust real estate programs including temporary licensing and leasing, permanent transfers and acquisitions, issuance and/or sharing of access and easements, and the review of short-term licenses, leases, and easements on, over, and under state-owned navigable waterways. The Lands Section is responsible for the acquisition and disposition of trust land through land banking and cabin site sales, as well as land exchanges.

Job Overview

This position is the Land Section Supervisor, responsible for developing and administering the Land Banking, Land Acquisition, Land Exchange, Cabin and Home Site Sale, and Inventory of Non-Trust Programs; administering program budgets and management of trust land data systems. This position supervises two Real Estate Specialists FTE in the section. The position reports to the Chief of the Real Estate Management Bureau.

Essential Functions (Major Duties or Responsibilities)

These job functions are the essential duties of the position and are not all-inclusive of all the duties the incumbent may be assigned.

Program Administration - Administer program budgets, systems and data to ensure efficient program operations, policy and compliance and accurate information and data.

Supervision - This position will supervise two Real Estate Specialists.

Minimum Qualifications (Education and Experience)
  • Bachelor's degree in real estate, business administration, or a closely related natural resources field.
  • Four (4) years of job-related experience.
  • Two (2) years of supervisory experience.
  • Or a combination of education and experience.
Required Knowledge, Skills, and Abilities

The position requires an advanced knowledge of the principles and practices of business and public administration including real estate, leasing, marketing, contract administration, public relations, governmental accounting and budgeting, legislative and administrative rule processes, real estate portfolio management and investment (quantitative analysis, investor expectations and constraints, capital market expectations, market asset allocation, etc.), research and analysis, financial statement analysis, economic forecasting, technical writing, training methods and techniques, and communication. The position requires advanced knowledge of resource management including land management, state and federal laws related to state trust lands, and applicable environmental and engineering issues.

Requires skill in administering multiple projects, verbal and written communication, negotiation and conflict management, the use of personal computers and business-related software, public speaking, communicating both verbally and in writing with a wide variety of individuals in an effective manner, and in organizing and delivering reports. Requires skill in public speaking and adult education and training.

Requires the ability to effectively approach the human dimension of state trust land management including collaboration, networking, and cross-agency coordination; utilize critical thinking and independent judgment; to be effective in problem-solving and managing conflicts; to establish and maintain effective working relationships with diverse people sometimes in adverse environments; to learn and apply DNRC and federal rules, regulations, policies and procedures; to prioritize assignments and work under deadlines; and to organize and complete detailed work. Applicants should be aware this position coordinates closely with the Bureau Chief and the Deputy Administrator in a fast-paced environment requiring management of issues and opportunities that arise that are diverse in nature and require unplanned attention to resolve and manage in the best interest of our trust beneficiaries and the department.
