Job summary

Charter Homes & Neighborhoods is seeking a Civil Engineering Project Manager – Land Development to lead neighborhood development efforts in Pennsylvania. You will manage predevelopment activities, coordinate between internal teams and consultants, and drive projects from idea to finished plans, budgets, and schedules.

The role requires strong knowledge of land use regulations, site design, and grading, plus the ability to report progress and manage risks to meet time and budget targets.

Qualifications

  • 7+ years of real estate development experience.
  • Strong knowledge of land use regulations and zoning.
  • Experience in land development, site design and grading.
  • Ability to provide regular reporting on actual vs planned results.
  • Proficiency with technology used to design and schedule projects.
  • Bachelor's or advanced degree in engineering, law, or construction management.
  • Excellent communication skills including listening, clarity in messaging, and structured delivery.
  • Proven ability to manage projects, coordinate resources, manage risks, and deliver on time and on budget.

Responsibilities

  • Deliver results for all development activities in neighborhoods under management.
  • Manage neighborhood predevelopment activities from idea to finished plans, budgets, and schedules.
  • Obtain approvals and permits with municipal staff and other stakeholders.
  • Create and maintain Neighborhood Association documents in collaboration with internal/external teams.
  • Manage development financial security and recorded documents including construction cost opinions and security postings.
  • Oversee Site Construction: contractual relationships, permitting, inspections, and issue resolution.
  • Manage Neighborhood Appearance to ensure a safe, clean, and visually appealing environment.

Civil Engineering Project Manager – Land Development

We are looking for a Civil Engineering Project Manager – Land Developmentto become a valued member of our Neighborhood Development team who are growing our portfolio of some of the most recognized neighborhoods in Pennsylvania. You will play an important role in helping us make our mark by setting a new standard for how our country looks and people live, making them feel special by creating homes and neighborhoods with character that they will truly love.

To be considered for the role, you will possess a minimum of7years of real estate development experience.

You will be able to demonstrate to us a strong knowledge regarding land use regulations and zoning, land development, and site design and grading, as well as experience both managing site improvements on plans and on site. You will also excel at effectively and regularly providing reporting and in person updates regarding actual versus planned results. You will also be able to demonstrate competency in technology used within the industry to design and schedule projects.

You will also have a received a bachelor's or advanced degree in an engineering discipline, law, or construction management.

To be considered for the role, you will possess exceptional communication skills which include listening generously (understanding people's words, context, tone and intent) and being structured in your messaging (organizing your thoughts for greater impact and speaking and writing clearly). In addition, you will demonstrate the ability to manage projects (planning, organizing, and executing initiatives by coordinating resources, managing risks, and ensuring projects are delivered on time, on budget and according to plan), identify problems (recognizing issues and clearly communicating the problem), analyze information (recognizing trends and how they influence decisions), set priorities (organizing tasks by urgency and importance), and use time wisely (managing deadlines without sacrificing quality). You will also need to demonstrate examples of your commitment to "always improving" and "delivering every day" to the highest standards.

This is position for someone who is currently managing projects and is ready to broaden their experience and responsibility in a fast paced and highly focused team – it is not an early-career opportunity.

Key Position Activities:
You will be fully responsible for delivering results for all development activities in neighborhoods you are responsible for managing.

In this role, you will:

Manage neighborhood predevelopment activities: work with internal teams and outside consultants to iterate creating neighborhoods from idea to finished development plans, budgets, and schedules; evaluating site opportunities and constraints during due diligence; reviewing local land use regulations and codes;

  • Obtain approvals and permits:build and maintain strong relationships with municipal staff, utility providers, trade partners, and other third parties involved in the work; attend and present at public and neighborhood meetings; effectively manage
  • Create and maintain Neighborhood Association organization and documents:with internal teams and outside consultantswork across draft, record, amend and maintain all required associaiotn documents; be an internal resource for association creation
  • Manage development financial security and recorded documents:including construction cost opinions, posting of security, recording of land development plans, security reductions, dedication, and neighborhood close out.
  • Manage Site Construction: oversee all sitework planning and execution, – including maintaining contractual relationships with site development contractors and subcontractors to ensure performance; managing permitting and inspections; and resolving any construction issues as they arise.
  • Manage Neighborhood Appearance: ensure the neighborhoods–both during and after site construction – present a clean, visually appealing, and safe environment for all who visit; maintain improvements prior to dedication.
