Job Description

NLR’s Laboratory Protection (LP) group provides a secure, safe, and resilient campus for staff and visitors. The Program Planning and Management team within LP is responsible for advancing NLR’s safeguards, security, and emergency management capabilities through a wide range of integrated functions. These include emergency management planning, oversight of physical protection strategies and security operations, security planning, and performance assurance activities. The team also leads the management of Incidents of Security Concern (IOSCs), security risk assessments, and insider threat mitigation. Additional responsibilities encompass continuous program and process improvement, contractor assurance, issues management, and compliance with applicable DOE Orders and federal requirements. This multidisciplinary approach supports NLR’s mission while ensuring the protection of people, property, and information. LP’s Program Planning and Management team is seeking a motivated, experienced senior‑level professional with expertise in security and emergency management to integrate requirements, training, field execution, performance assessment, corrective actions, readiness activities, and lessons learned into a consistent, repeatable cycle of continuous improvement.

Primary Responsibilities

• Integrate Laboratory Protection security and emergency management requirements, policies, training, field execution, performance assurance, corrective actions, and lessons learned into a repeatable continuous‑improvement cycle.
• Translate technical requirements and leadership expectations into executable plans, measurable outcomes, and practical tools that support consistent field performance.
• Plan, conduct, and evaluate performance tests, drills, exercises, after‑action reviews, supervisor assessments, and other assurance activities to identify performance gaps and improvement opportunities.
• Develop corrective actions with clear problem statements, accountable owners, realistic timelines, validation methods, and closure criteria; coach action owners and verify effectiveness.
• Analyze findings, performance results, training outcomes, corrective‑action data, and stakeholder feedback to identify root causes, systemic risks, recurring issues, and emerging trends.
• Reduce repeat findings by converting validated lessons learned and performance gaps into targeted training, procedures, job aids, field guides, quick‑reference materials, and process improvements.
• Partner with program and training owners to align curricula, refresher training, readiness activities, and performance expectations with validated operational needs and current program direction.
• Develop and maintain dashboards, scorecards, and other performance measures that communicate readiness, corrective‑action status, emerging risks, implementation progress, and sustained effectiveness.
• Lead complex, cross‑functional improvement initiatives by defining scope and deliverables, assigning responsibilities, establishing timelines and validation criteria, coordinating stakeholders, resolving barriers, and confirming measurable outcomes.
• Serve as a senior problem solver for complex issues spanning Emergency Management, Protective Force, Central Monitoring Station, and other Laboratory Protection mission areas.
• Facilitate collaboration among programs, directorates, leadership, and external partners to resolve readiness and performance gaps and implement integrated solutions.
• Prepare and deliver clear guidance, field tools, reports, presentations, and leadership briefings addressing performance trends, systemic risks, corrective‑action effectiveness, improvement outcomes, and recommended priorities.
• Confirm that corrective actions and process improvements are implemented, adopted in daily operations, validated through performance activities, and sustained over time.

Clearance and Eligibility

Must be able to obtain and maintain a DOE Q Security Clearance. To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE O 472.2A for additional information. Bachelor’s degree in emergency management, security management, quality or process improvement, industrial or systems engineering, public safety, or a related field. Equivalent relevant education and experience may be considered in lieu of a degree. Working knowledge of DOE physical security and emergency management requirements. Demonstrated experience in performance assurance, security operations, emergency management, or risk management within a regulated environment. Experience in a national laboratory, DOE, or similarly regulated operating environment is strongly preferred. Working knowledge of DOE security directives, compliance requirements, and emergency management protocols. Demonstrated ability to interpret and apply complex data, terminology, procedures, laws, regulations, and program requirements related to Laboratory Protection, emergency management, security, and quality assurance. Demonstrated experience preparing clear, professional, and audience‑focused documents for leadership, program owners, employees, and external partners. Proficiency with Microsoft 365 applications, including Word, PowerPoint, Outlook, Teams, and SharePoint, for document development, collaboration, communication, and reporting.
