The New York State Department of Labor seeks a Human Resources Specialist Labor Relations (G-18) to join the Employee Relations Office. You will help administer disciplinary, grievance, and performance programs, interpret agreements, and advise managers on labor relations matters.

Qualifications

• This title is part of the NY HELPS program for temporary placement.
• Four years of labor relations experience required for Trainee 1.
• Five years for Trainee 2.
• Six years for HR Specialist 1.

Responsibilities

• Participates in administration of disciplinary, grievance, and performance programs per contracts and laws.
• Interprets negotiated agreements and policies; advises managers and supervisors.
• Gathers background data for grievances; drafts charges; conducts hearings; writes decisions.
• Interacts with managers/employees; mediates disputes to resolve at the lowest level.
• Guides stakeholders on behavioral and performance concerns; assists with corrective measures.
• Assists with developing and evaluating labor relations policies.
• Collects information and advises on referrals and special projects.
• Develops training materials on employee relations and collective bargaining; may conduct training.
• Prepares reports and correspondence; may supervise support staff.
• Performs additional duties to support Employee Relations program.
