Qualifications

• Knowledge of complex Federal HR management functions, theories, and techniques; basic relationships of HR disciplines.
• Knowledge of legal research methods and analytical techniques to interpret decisions by courts and administrative bodies.
• Knowledge of conflict resolution techniques to handle highly charged, contested case matters.

Responsibilities

• Serve as Labor Relations Officer for the Civilian Personnel Office, guiding management on grievances, appeals, collective bargaining, negotiation, and contract administration.
• Provide Employee Management Relations advisory services as needed.
