California Correctional Health Care Services seeks a Labor Relations Specialist in the Labor Relations Unit at Headquarters in Elk Grove, Sacramento County, to promote harmonious labor relations between the department, employees, and unions.

Under the general direction of the Labor Relations Manager I, the role provides guidance on union-related issues, supports the progressive disciplinary process, and delivers training to staff.

Job Description and Duties

Effective July 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires each full-time employee in Bargaining Unit 1 , and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by three percent and will receive five PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes.

California Correctional Health Care Services (CCHCS) seeks to fill Permanent/Full Time Labor Relations Specialist positions in the Labor Relations Unit (LRU). Under the general direction of the Labor Relations Manager I, the Labor Relations Specialist performs specialized work in the field of public labor relations by conducting research and providing consultation and guidance to the Department on union-related issues and by serving as a representative of the Department in various settings.

This position is located in Labor Relations, Performance Management, and Staff Development. Staff in this program are responsible for promoting harmonious labor relations between CCHCS, its employees, and employee organizations; providing management/supervisors with the tools and resources necessary to carry out the state’s progressive disciplinary process; and delivering effective and innovative training to further employees’ professional growth.
