Job summary

Responsibilities

• Review weekly certified payroll records against wage determinations, classifications and apprenticeship requirements.
• Identify payroll discrepancies and obtain corrections with contractors.
• Monitor compliance with prevailing wage, fringe benefits and apprenticeship rules.
• Support Davis-Bacon Act, state and local labor requirements.
• Conduct site visits and worker interviews to verify classifications and wages.
• Compare observed activities with payroll documentation and investigate discrepancies.
• Investigate reported labor compliance violations and coordinate with agencies.
• Coordinate with stakeholders to determine corrective actions.
• Prepare documentation and recommendations for corrective measures and penalties.
• Administer labor compliance software and train staff on systems and processes.
• Prepare training materials and conduct sessions for staff and contractors.
• Present labor compliance information at pre-bid meetings and conferences.
• Respond to questions on prevailing wage and compliance requirements.
• Attend progress meetings and maintain relationships with stakeholders.
• Maintain detailed payroll review and investigation records.
• Stay updated on wage determinations and regulatory guidance.

Job Description

AECOM is seeking a Labor Compliance Technician to support labor compliance activities for major capital improvement, maintenance and development programs in an active airport environment which is located in San Diego, CA.

This position will monitor, investigate and report on contractor and subcontractor labor compliance practices associated with public works construction projects. The role will review certified payroll records, prevailing wage requirements, apprenticeship participation and related documentation to help ensure compliance with applicable federal, state and local labor requirements.

The Labor Compliance Specialist will work closely with contractors, subcontractors, project teams and public agencies, conducting site visits and investigations, resolving payroll and classification discrepancies, supporting labor compliance systems and training, and maintaining accurate records throughout the project lifecycle.

Key responsibilities

• Review and evaluate weekly certified payroll records against applicable wage determinations, worker classifications, crafts, benefits and apprenticeship requirements.
• Identify payroll discrepancies and coordinate with contractors and subcontractors to obtain corrections and supporting documentation.
• Monitor contractor and subcontractor compliance with prevailing wage, fringe benefit and apprenticeship requirements for state, locally and federally funded public works projects.
• Support compliance with applicable requirements, including the Davis-Bacon Act, California Labor Code and public contracting requirements.
• Conduct construction site visits and worker interviews to verify work classifications, wages and activities reported through certified payroll.
• Compare observed construction activities against submitted payroll documentation and perform additional fact-finding when discrepancies are identified.
• Investigate reported or suspected labor compliance violations arising from payroll reviews, field observations, worker contacts or other sources.
• Coordinate with contractors, project teams and applicable state or federal agencies to research compliance issues and determine appropriate corrective actions.
• Prepare documentation and recommendations related to corrective measures, including potential penalties or other enforcement actions when applicable.
• Administer and support specialized labor compliance software, including system setup, user coordination and data management.
• Train staff, consultants, contractors and subcontractors on labor compliance systems, processes and documentation requirements.
• Prepare training materials and conduct group or individual training sessions.
• Present labor compliance requirements and program information at public works pre-bid meetings, preconstruction conferences and other project meetings.
• Respond to contractor, subcontractor and employee questions regarding prevailing wage and other labor compliance requirements.
• Attend construction progress meetings and maintain productive working relationships with contractors, subcontractors and project stakeholders.
• Maintain detailed records of payroll reviews, site visits, investigations, corrective actions and related compliance activities.
• Remain current on changes to prevailing wage determinations, labor requirements and applicable regulatory guidance.

Qualifications

• High school diploma or GED or demonstrated equivalency of experience and/or education.
• Valid California Class C driver’s license and ability to meet applicable driver qualification requirements.
• As a condition of employment, the selected candidate must successfully complete a Motor Vehicle Records review.
• The selected candidate must successfully complete required substance abuse screening.
• Ability to satisfy applicable airport security and access requirements.
• US Citizenship is Required.
• Night and weekend work may be required.

Preferred qualifications

• This position will involve field visits to active construction sites and coordination with project teams, contractors and other stakeholders.
• Ability to satisfy applicable airport security and access requirements.
• Schedule flexibility may be required to support varying construction activities and project schedules.
• Compensation will be provided in accordance with applicable AECOM requirements and the posted requisition.
• Familiarity with the Davis-Bacon Act, California Labor Code and related public contracting requirements.
• Experience reviewing certified payroll records, worker classifications, fringe benefits and apprenticeship participation.
• Experience conducting labor compliance investigations, construction site observations or worker interviews.
• Understanding of construction industry employment practices, public works contracting processes and construction site safety requirements.
• Experience working with labor compliance, document management or database systems.
• Ability to interpret complex laws, regulations, wage determinations and contractual requirements and apply them to project-specific circumstances.
• Strong investigative, analytical and documentation skills, including the ability to identify discrepancies and communicate recommended corrective actions.
• Experience managing multiple assignments, maintaining detailed compliance records and handling sensitive or confidential information.
• Spanish-language verbal and written communication skills.

• The position may require access to secure airport areas and compliance with applicable airport safety, security and badging requirements.
• This position is expected to office- and project-site-based in San Diego, California, with regular coordination in an active airport environment.
