Job summary

Qualifications

  • At least five years applying enterprise Knowledge Management principles.
  • Experience delivering KM training or curriculum using LMS platforms and structured lifecycle model (ADDPI).
  • Bachelor's degree or higher in Organizational Learning or Library Science or CKM/CKS certifications are acceptable.

Responsibilities

  • Support KM program management, governance forums, and enterprise coordination.
  • Analyze knowledge flows, gaps, and information architectures; recommend improvements.
  • Support knowledge architecture, taxonomy, metadata, and content lifecycle stewardship.
  • Facilitate knowledge capture through interviews, lessons-learned sessions, and workshops; convert tacit knowledge into reusable products.
  • Develop knowledge products such as maps, flow depictions, directories, SIPOC, RACI/ VENn models, and related visuals.
  • Manage content lifecycle: ingestion, validation, publication, version control, review, archival, and retirement of assets.
  • Conduct KM maturity assessments and provide corrective guidance; improve maturity-model measures.

Job description

ACLC is seeking a Knowledge Manager Trainer/Analyst to support the development, execution, assessment, and continuous improvement of the NGB enterprise Knowledge Management Program. The Analyst connects KM governance, knowledge architecture, content lifecycle, knowledge capture, training, organizational learning, stakeholder coordination, and decision-support activities.

This position is contingent upon contract award.

Primary Duties and Responsibilities
  • Support KM program management, governance forums, working groups, program reviews, policy development, standards alignment, and enterprise coordination in accordance with CNGBI 5002.01 and applicable Joint, Army, and Air Force KM doctrine.
  • Analyze knowledge flows, knowledge gaps, stakeholder needs, information architectures, repositories, and organizational knowledge behaviors; recommend practical improvements.
  • Support knowledge architecture and repository stewardship, including taxonomy, metadata, content types, naming conventions, permissions/accessibility coordination, and knowledge lifecycle rules.
  • Facilitate structured knowledge capture through interviews, after-action reviews, lessons-learned sessions, workshops, and other activities; convert tacit and explicit knowledge into validated, reusable knowledge products.
  • Develop and maintain knowledge products such as knowledge maps, knowledge-flow depictions, expert directories, swim lanes, SIPOC diagrams, RACI/VENN models, handoff depictions, and related visualizations.
  • Support content lifecycle management, including ingestion, validation, organization, publication, version control, periodic review, archival, disposition coordination, and retirement of superseded knowledge assets.
  • Conduct initial and annual KM maturity assessments; review submissions for accuracy and completeness; provide corrective guidance; and recommend improvements to maturity-model measures and enterprise practices.
  • Develop, maintain, and analyze KM performance metrics, dashboards, trackers, metric dictionaries, and program health indicators, including repository health, lifecycle adherence, governance activity, training throughput, Communities of Practice activity, task completion, usage, adoption, and feedback.
  • Prepare and contribute to Monthly Status Reports, quarterly and annual roll-ups, KM program reviews, leadership briefings, consolidated issues lists, and recommendations.
  • Assess selected decision processes for bottlenecks, unclear roles, missing information, duplicative steps, disconnected workflows, and opportunities to standardize knowledge flow; document findings for leadership and governance boards.
  • Support KM training and knowledge-culture development, including curriculum, job aids, orientation materials, KM Representative Course content, Communities of Practice, newcomer/supervisor/action-officer briefings, and knowledge-sharing events.
  • Coordinate with Enterprise SharePoint Services Representatives and Government RM, DM, IT/RPA, G6, leadership, directorates, and other stakeholders so technical solutions remain aligned with KM objectives and governance.
  • Support development and revision of the NGB KM Instruction, KM Manual, KM Campaign Plan, Communications Plan, strategic calendar, battle rhythm, and related enterprise KM products.
  • Manage assigned KM tasks from intake through completion: analyze task assignments, develop recommendations or courses of action, coordinate approved actions, track suspense dates and dependencies, document results, and resubmit corrected products when required.
  • Draft, edit, and quality-review KM correspondence, reports, executive summaries, decision papers, white papers, briefings, newsletters, and other communications products.

Qualifications

  • At least five years of demonstrated experience applying enterprise Knowledge Management principles.
  • At least one of the following: Knowledge Management Institute Certified Knowledge Manager (CKM) or Certified Knowledge Specialist (CKS); American Productivity & Quality Center (APQC) Certified Knowledge Manager; U.S. Army KM Qualification Course (KMQC); Air Force KM Air Force Specialty Code (AFSC 3A0XX/3D0XX); or bachelor's degree or higher in Organizational Learning or Library Science.
  • Demonstrated experience in knowledge-flow analysis, knowledge lifecycle management, knowledge architecture alignment, metadata and taxonomy application, knowledge-product development, knowledge stewardship, and KM governance support.
  • Experience supporting KM governance structures, maturity assessments, KM recommendations, cross-functional knowledge sharing, Communities of Practice, stakeholder engagement, and business-requirements gathering.
  • Experience delivering KM training or curriculum using Learning Management System platforms and applying a structured lifecycle methodology such as Assess, Design, Develop, Pilot, and Implement (ADDPI).
  • Basic proficiency with SharePoint Online/Microsoft 365, including lists, libraries, sites, permissions, and content organization.
  • Secret security clearance and ability to satisfy applicable installation, CAC, background-investigation, information-system, and training requirements.
