Responsibilities

  • Supervise Kinship Navigator staff to ensure a kinship-focused placement process.
  • Review all Kinship Navigator documentation for completeness and regulatory compliance.
  • Collaborate with Allegheny County Children, Youth and Families (ACCYF) staff and leadership to strengthen processes and remove barriers.
  • Collaborate with the child welfare triad on client-specific issues including emergencies.
  • Facilitate Kinship Navigator trainings and support staff development.
  • Prepare written reports and compile monthly statistics for leadership.
  • Track Kinship Navigator referrals in ACCYF KIDS system and ensure accurate data entry.
  • Ensure data is entered into the ASCI Kinship Navigator system and maintained.
  • Provide coaching, mentorship, and ongoing staff support.
  • Ensure adherence to agency policies, timelines, and DPW regulations.
  • Other duties as assigned.

This position contributes to ASCI’s mission by improving placement outcomes, strengthening program efficiency, and ensuring compliance through leadership, data oversight, and support of complex case management.Key Responsibilities:Supervise Kinship Navigator staff to ensure a kinship-focused placement process, including family finding, screening, and assessmentReview all documentation related to Kinship Navigator activities to ensure completeness and compliance with regulatory requirementsCollaborate with Allegheny County Children, Youth and Families (ACCYF) staff and leadership to strengthen processes and resolve barriers at both individual and system levelsCollaborate with the child welfare triad and management staff regarding client-specific issues, including emergency, non-emergency, and congregate care casesFacilitate Kinship Navigator trainings with ASCI and ACCYF to support program growth and staff developmentPrepare written reports and compile monthly statistical data for Child and Family Services leadership on program outcomesTrack all Kinship Navigator referrals submitted through the ACCYF KIDS system and ensure accurate data entryUpload referrals into the ASCI Kinship Navigator system and ensure proper tracking and reportingEnsure staff maintain accurate and up-to-date data collection trackers on a daily or weekly basisProvide coaching, mentorship, and ongoing support to Kinship Navigator staffServe as a resource for complex cases and assist with problem-solving and decision-makingEnsure adherence to agency policies, timelines, and Department of Public Welfare (DPW) regulationsOther duties as assignedRequirements:EducationRequired: High school diploma or GED equivalentPreferred: Master’s Degree in Social Work or a related human services discipline with 1–3 years of child welfare experience, or a Bachelor’s Degree in Social Work or a related human services discipline with 3–5 years of child welfare experienceAdditional Consideration: Internal candidates with 3+ years of ASCI experience and a Bachelor’s degree may be consideredExperienceRequired: Minimum of three (3) years of experience working directly with children in a child-related fieldPreferred: Prior supervisory experience working with children and families in a professional or volunteer capacity; experience in child welfare and kinship care servicesSkills & KnowledgeDemonstrates strong organizational, interpersonal, and written and verbal communication skills, with the ability to collaborate effectively with Allegheny County Children, Youth and Families (ACCYF) and other key stakeholdersDemonstrates leadership abilities with the capacity to guide, mentor, and support staff in a fast-paced, service-oriented environmentPossesses strong knowledge of child welfare, foster care systems, and kinship care practicesDemonstrates commitment to kinship care and the ability to support family-centered placement practicesAbility to collaborate effectively with program leadership and internal teams to support service delivery and program outcomesAbility to engage and work effectively with individuals and families from diverse racial, cultural, and socioeconomic backgrounds, including experience supporting families within African-American communitiesMaintains a working understanding of Department of Public Welfare (DPW) regulations and related compliance requirementsCertifications & RequirementsCurrent Act 33, State Police, and FBI ClearancesCurrent TB Test & PhysicalValid Pennsylvania Driver’s LicenseAccess to a registered and insured vehicleCertificate of Insurance for vehicleRegular travel within the local city and county, with travel to surrounding counties as predicated by program and business needsAbility to work a flexible schedule as neededParticipate in on-call rotation and respond to service needs as requiredPhysical Demands:This job description is intended to describe the general nature and level of work performed.
