Responsibilities

  • Supervise Kinship Navigator staff to ensure kinship-focused placement, family finding, screening and assessment.
  • Review all Kinship Navigator documentation for completeness and regulatory compliance.
  • Collaborate with ACCYF staff and leadership to strengthen processes and remove barriers.
  • Engage in case discussions with the child welfare triad and manage client-specific issues.
  • Coordinate Kinship Navigator trainings with ASCI and ACCYF to support growth and staff development.
  • Prepare written reports and compile monthly data on program outcomes.

Position Summary

The Supervisor II, Kinship Navigator is responsible for overseeing the Kinship Navigator team to ensure high-quality, kinship-focused placement practices through supervision, documentation review, and collaboration with county and agency partners. This position contributes to ASCI’s mission by improving placement outcomes, strengthening program efficiency, and ensuring compliance through leadership, data oversight, and support of complex case management.

Key Responsibilities
  • Supervise Kinship Navigator staff to ensure a kinship-focused placement process, including family finding, screening, and assessment
  • Review all documentation related to Kinship Navigator activities to ensure completeness and compliance with regulatory requirements
  • Collaborate with Allegheny County Children, Youth and Families (ACCYF) staff and leadership to strengthen processes and resolve barriers at both individual and system levels
  • Collaborate with the child welfare triad and management staff regarding client-specific issues, including emergency, non-emergency, and congregate care cases
  • Facilitate Kinship Navigator trainings with ASCI and ACCYF to support program growth and staff development
  • Prepare written reports and compile monthly statistical data for Child and Family Services leadership on program outcomes
  • Track all Kinship Navigator referrals submitted through the ACCYF KIDS system and ensure accurate data entry
  • Upload referrals into the ASCI Kinship Navigator system and ensure proper tracking and reporting
  • Ensure staff maintain accurate and up-to-date data collection trackers on a daily or weekly basis
  • Provide coaching, mentorship, and ongoing support to Kinship Navigator staff
  • Serve as a resource for complex cases and assist with problem-solving and decision-making
  • Ensure adherence to agency policies, timelines, and Department of Public Welfare (DPW) regulations
  • Other duties as assigned
Requirements
Education
  • Required: High school diploma or GED equivalent
  • Preferred: Master’s Degree in Social Work or a related human services discipline with 1–3 years of child welfare experience, or a Bachelor’s Degree in Social Work or a related human services discipline with 3–5 years of child welfare experience
  • Additional Consideration: Internal candidates with 3+ years of ASCI experience and a Bachelor’s degree may be considered
Experience
  • Required: Minimum of three (3) years of experience working directly with children in a child-related field
  • Preferred: Prior supervisory experience working with children and families in a professional or volunteer capacity; experience in child welfare and kinship care services
Skills & Knowledge
  • Demonstrates strong organizational, interpersonal, and written and verbal communication skills, with the ability to collaborate effectively with Allegheny County Children, Youth and Families (ACCYF) and other key stakeholders
  • Demonstrates leadership abilities with the capacity to guide, mentor, and support staff in a fast-paced, service-oriented environment
  • Possesses strong knowledge of child welfare, foster care systems, and kinship care practices
  • Demonstrates commitment to kinship care and the ability to support family-centered placement practices
  • Ability to collaborate effectively with program leadership and internal teams to support service delivery and program outcomes
  • Ability to engage and work effectively with individuals and families from diverse racial, cultural, and socioeconomic backgrounds, including experience supporting families within African-American communities
  • Maintains a working understanding of Department of Public Welfare (DPW) regulations and related compliance requirements
Certifications & Requirements
  • Current Act 33, State Police, and FBI Clearances
  • Current TB Test & Physical
  • Valid Pennsylvania Driver’s License
  • Access to a registered and insured vehicle
  • Certificate of Insurance for vehicle
  • Regular travel within the local city and county, with travel to surrounding counties as predicated by program and business needs
  • Ability to work a flexible schedule as needed
  • Participate in on-call rotation and respond to service needs as required
Physical Demands
  • Ability to perform computer-based work for extended periods in office, remote, and community-based settings
  • Ability to move about office environments and community locations, including homes, schools, partner agencies, and other service sites
  • Ability to regularly ambulate within the community, navigate stairs, and enter and exit residences and other facilities while providing services
  • Ability to travel as needed to conduct visits, meetings, trainings, and other program-related activities
  • Ability to lift, carry, and transport files, program materials, supplies, and small equipment up to 20 lbs. as needed
  • Sufficient vision, hearing, and communication abilities to effectively engage with children, families, community partners, and coworkers in a variety of settings
