Job description

The Division of Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City’s streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility, and markings to ensure the safety of motor vehicle occupants, pedestrians, and cyclists. Within TPM, the Traffic Engineering & Planning (TEP) unit is responsible for conducting, reviewing, and approving traffic engineering analyses and methodologies related to all aspects of traffic operations, safety and transportation planning, from curb cuts to area-wide studies.

The Mayoral Administration recently released the Streamlining Procedures to Expedite Equitable Development ("SPEED") report with reforms to make City processes faster and more accountable across four stages of development: environmental review and planning; pre-development and financing; permitting and approvals; and marketing and lease-up. To support these initiatives and help improve the efficiency of the planning, permitting, and approval processes, TEP seeks to hire motivated candidates for Assistant Civil Engineer positions to work within a multidisciplinary team dedicated to improving transportation throughout New York City.

Under the supervision and guidance of TEP's CEQR Director, the candidates will conduct and support reviews of environmental studies prepared under the CEQR/SEQR/NEPA processes using the analytical procedures outlined in the CEQR Technical Manual. The candidates will perform traffic operations and safety analyses, collect and evaluate transportation data, conduct field investigations, and assess conditions at intersections and pedestrian facilities, including sidewalks, crosswalks, and street corners. The candidates will primarily work in the office but may be asked to perform occasional field work.

Using Department guidance and industry-standard analytical tools, including Highway Capacity Software (HCS), Synchro/SimTraffic, SIDRA, and other traffic modeling programs, the candidate will perform technical analyses and assist in the development of transportation recommendations aimed at reducing congestion, improving mobility, and enhancing safety for all roadway users. The candidate will be expected to manage assigned projects and technical reviews, exercise sound professional judgment, and coordinate with internal and external stakeholders to advance project objectives.

The candidate will also assist in reviewing schematic geometric designs and transportation planning studies, preparing technical memoranda, reports, presentations, and graphic materials, and participating in project meetings and site visits. Responsibilities include coordinating with other DOT units, consultants, developers, and agency representatives to support project development and implementation. The successful candidate will be expected to work both independently and collaboratively, manage multiple assignments simultaneously, and contribute to the timely delivery of high-quality technical work products.

Minimum Qualifications

• 1. A baccalaureate degree from an accredited college in civil engineering and one year of full-time satisfactory experience in civil engineering work; or
• 2. A baccalaureate degree from an accredited college and a Master's degree from an accredited college in civil engineering.

Preferred Skills

• Proficiency in HCS, Synchro/SimTraffic, AutoCAD, AutoTurn, Microsoft Word, PowerPoint, and Excel.
• Knowledge of transportation planning and traffic engineering principles, traffic impact studies Highway Capacity Manual (HCM), MUTCD, AASHTO, and CEQR Technical Manual strongly preferred.
• Excellent writing and oral presentation skills preferred.
• Preference will be given to candidate who possess a driver's license valid in the state of New York with no restrictions.
• This license must be maintained throughout duration of employment in this position.
