The Division of Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City’s streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings to ensure the safety of motor vehicle occupants, pedestrians and cyclists. Within TPM, the Traffic Engineering & Planning (TEP) unit is responsible for conducting, reviewing, and approving traffic engineering analysis and methodologies related to every aspect of traffic operations, safety, and transportation planning from curb cuts to area-wide studies.

The Mayoral Administration recently released the Streamlining Procedures to Expedite Equitable Development ("SPEED") report with reforms to make City processes faster and more accountable across four stages of development: environmental review and planning; pre-development and financing; permitting and approvals; and marketing and lease-up. To help make the planning, permitting and approval processes faster, TEP seeks to hire a motivated candidate to serve as a Community Coordinator, working within a multi-disciplinary team dedicated to improving transportation in the city through various transportation projects.

Under the supervision and guidance of TEP's Deputy Director of Design Approval Documents, the candidate will support community outreach and stakeholder engagement efforts for transportation projects by assisting with the preparation of public-facing materials, attending and documenting meetings with community boards, elected officials, advocacy organizations, and members of the public, and helping to communicate technical information in a clear and accessible manner. The candidate will assist senior staff in the development of CEQR tools that could be required to support SPEED and CEQR Technical Manual Updates and associated analytic work.

The candidate will also support the review of schematic geometric designs and Design Approval Document/Preliminary Design Investigation reports for capital reconstruction projects and other transportation initiatives using the NYSDOT Project Development Manual, Highway Design Manual, and Local Projects Manual The candidate will assist senior staff in organizing and preparing written reports, presentation materials, and graphics; participate in technical and advisory committee meetings; and coordinate with representatives from other agencies on Department studies and projects. The candidate will be expected to work both independently and collaboratively as part of a team.

Finally, the candidate will assist with the review of environmental studies conducted under the CEQR/SEQR/NEPA processes using the analytical procedures outlined in the CEQR Technical Manual. Responsibilities will include supporting traffic operations and safety studies by collecting and reviewing data and assisting with analyses of intersections and pedestrian facilities, including sidewalks, crosswalks, and street corners. Using established Department guidance and a variety of analysis tools including Highway Capacity Software (HCS), Synchro/SimTraffic, SIDRA, and other traffic simulation models (i.e., VISSIM, Aimsun, etc.), the candidate will help evaluate transportation operations and support the development of recommendations aimed at reducing congestion, improving mobility, and enhancing safety for all street users.

Minimum Qualifications

• A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
• High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
• Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

Proficiency in HCS, Synchro/SimTraffic, Microsoft Word, PowerPoint, and Excel. Knowledge of transportation planning and traffic engineering principles, traffic impact studies Highway Capacity Manual (HCM), MUTCD, AASHTO, and CEQR Technical Manual strongly preferred. Excellent writing and oral presentation skills preferred. Valid NYS Driver's License required.
