Job description

To be considered for this position candidate must be serving permanently in the title of Civil Engineer Intern or have filed for Exam #6116 and be reachable on the civil service list once established. Proof of filing for the exam will be required.

The Division of Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division's responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility, and markings to ensure the safety of motor vehicle occupants, pedestrians, and cyclists.

Within TPM, the Traffic Engineering & Planning (TEP) unit is responsible for conducting, reviewing, and approving traffic engineering analyses and methodologies related to all aspects of traffic operations, safety and transportation planning, from curb cuts to area-wide studies.

The Mayoral Administration recently released the Streamlining Procedures to Expedite Equitable Development ("SPEED") report with reforms to make City processes faster and more accountable across four stages of development: environmental review and planning, pre-development and financing; permitting and approvals; and marketing and lease-up. To support these efforts, TEP seeks to hire motivated candidates to serve as Civil Engineering Interns working within a multidisciplinary team dedicated to improving transportation throughout New York City.

Under the supervision and guidance of TEP's CEQR Director, the candidates will assist with a variety of transportation planning, traffic engineering, and environmental review activities. The candidates will support the review of environmental studies conducted under the CEQR/SEQR/NEPA processes and the analytical procedures outlined in the CEQR Technical Manual. Responsibilities will include collecting, organizing, and reviewing transportation data, assisting with traffic operations and safety studies, conducting field observations, and helping evaluate conditions at intersections and pedestrian facilities, including sidewalks, crosswalks, and street corners. The candidates will primarily work in the office but may be asked to perform occasional field work.

The candidates will have the opportunity to learn and apply transportation engineering principles using industry-standard tools such as the Highway Capacity Software (HCS), Synchro/SimTraffic, SIDRA, and other traffic analysis software programs. Working closely with experienced planners and engineers, the candidates will assist in analyzing transportation conditions and preparing technical materials that support recommendations to improve mobility, reduce congestion, and enhance safety for all roadway users. The candidates will also assist with the preparation of reports, presentations, maps, graphics, and other project materials, participate in project meetings and occasional site visits, and collaborate with staff in other DOT units and at other City agencies.

Minimum Qualifications

1. A baccalaureate degree in civil engineering from an accredited college. A degree in any other engineering area or in civil engineering technology is not acceptable.

Preferred Skills

Proficiency in HCS, Synchro/SimTraffic, AutoCAD, AutoTurn, Microsoft Word, PowerPoint, and Excel. Knowledge of transportation planning and traffic engineering principles, traffic impact studies Highway Capacity Manual (HCM), MUTCD, AASHTO, and CEQR Technical Manual strongly preferred. Excellent writing and oral presentation skills are preferred. Valid NYS Driver's License required.
