Responsibilities

  • Support CISA International leadership and advisors in executing international engagement and mission priorities.
  • Research international and domestic policy, economic, congressional, cybersecurity, and critical infrastructure developments and identify issues.
  • Develop and clear executive-level briefing materials and reports.
  • Plan and support bilateral and multilateral engagements and cooperative projects.
  • Coordinate travel, lodging, security, interpretation, and logistics for engagements.
  • Track taskers, clearances, milestones, and reporting requirements for timely completion.
  • Coordinate with USG agencies, foreign governments, embassies, and international partners.
  • Maintain stakeholder records, agendas, notes, and information distribution.
  • Develop deep working knowledge of assigned countries, regions, and issues.

Job description

Harkcon is seeking a mission-focused professional to support CISA International in advancing international cybersecurity, critical infrastructure security, resilience, and emergency communications priorities.

The Journeyman Program Analyst supports CISA International leadership and advisors in executing global cybersecurity and critical infrastructure priorities. The role combines policy and regional research, senior-leader engagement support, executive writing, interagency coordination, program analysis, and international travel logistics.

Location

National Capital Region. Hybrid telework and work at DHS/CISA, 4200 Wilson Boulevard, Arlington, Virginia 22203.

Security and Suitability

Active Top Secret clearance with Sensitive Compartmented Information access required and must be maintained throughout employment.

Key Responsibilities
  • Support CISA International leadership and advisors in executing international engagement and mission priorities.
  • Research and monitor international and domestic policy, economic, congressional, business, cybersecurity, and critical infrastructure developments and identify emerging issues.
  • Develop, write, edit, coordinate, and clear executive-level briefing materials, including issue papers, talking points, remarks, situation reports, readouts, decision memoranda, information memoranda, presentations, and technical reports.
  • Plan and support bilateral and multilateral engagements, meetings, exchanges, exercises, training activities, and cooperative projects with international partners.
  • Prepare detailed engagement and trip schedules and coordinate travel, lodging, ground transportation, interpretation, logistics, security and access requirements, and required materials.
  • Track taskers, engagement requests, document clearances, milestones, follow-up actions, implementation activities, and reporting requirements to ensure timely completion.
  • Coordinate with U.S. Government agencies, foreign governments, embassies, international organizations, academia, non-governmental organizations, and public and private-sector stakeholders.
  • Support stakeholder records, working groups, contact data, agendas, notes, readouts, information distribution, and electronic and physical records management.
  • Develop deep working knowledge of assigned countries, regions, organizations, and issues and maintain current issue papers and related resources for senior-leader use.
  • Support foreign-national access requirements, visitor activities, and security coordination, including use of prescribed processes and forms.
  • Develop visual representations of complex data and interactive reports or tools that improve decision-making and operating efficiency.
  • Participate in virtual engagements outside normal core hours when needed to accommodate international time zones.
Required Qualifications
  • Demonstrated experience performing program analysis, policy or regional research, executive-level writing, stakeholder coordination, and deadline-driven task management in a complex mission environment.
  • Strong writing, editing, briefing, research, synthesis, organization, and interpersonal communication skills.
  • Ability to manage multiple concurrent engagements, taskers, clearances, records, and logistical details with accuracy and discretion.
  • Ability to safeguard classified, Privacy Act, Sensitive but Unclassified, and other sensitive information in accordance with DHS requirements.
  • Ability and willingness to travel domestically and internationally and support engagements outside normal business hours when needed.
Preferred Qualifications
  • Bachelor's degree in international affairs, political science, public policy, cybersecurity, homeland security, regional studies, business, communications, or a related field.
  • Experience supporting DHS, CISA, the Department of State, the Intelligence Community, or another national-security organization.
  • Regional, country, language, or international-organization expertise relevant to CISA's mission.
  • Experience with stakeholder relationship management tools, clearance workflows, data visualization, records management, translation coordination, or foreign-access processes.
Additional Details
  • This is a full-time position, estimated at 1,912 hours per contract year, unless otherwise stated in the posting.
  • Work is generally performed Monday through Friday during core business hours. Support outside normal business hours, including weekends or holidays, may occasionally be required to support mission needs.
  • Domestic and international travel may be required. Government-directed reimbursable travel requires advance approval.
